Position Summary:
Under the direction of the CEO, the DOT Manager will organize the development and implementation of all DOT related programs and systems. The DOT Manager is responsible for insuring USES is complaint with all Federal Regulations and reviews/maintains company policy to ensure compliance with various customers and contracts.
Essential Job Duties and Responsibilities:
- The DOT Manager has full responsibility for creating, implementing and maintaining a Geotab Driver Compliance Program
- The Manager will maintain all federal, state, local and Federal Motor Carrier Safety Administration (FMCSA) regulatory compliance filings for the companys fleet vehicles
- Oversees processing and maintains all drivers records are current and in compliance with federal and state regulations
- Ensures that all drivers are well informed and aware of changes and updates in regulations/requirements as directed by corresponding agencies (such as FMCSA, Department of Transportation (DOT), Pipeline and Hazardous Materials Safety Administration (PHMSA), Occupational Safety and Health Administration (OSHA))
- The Manager should demonstrate sound judgment and adherence to compliance regulations; possess strong skills in administrative policy and procedure development and demonstrate strong relationship building and problem-solving skills
- Develop & Provide training/seminars to all drivers, as applicable, under corresponding state and federal regulations
- Responsible for all federal, state and local operational regulatory filings- including sewage sludge transporter permits, hazardous waste permitting, and other various requirements across multiple states
- Maintain the DOT program that also includes the benchmarks for compliance both with company programs and DOT federal requirements
- Research industry best practices and stay up to date on changes or developments in the industry that increases safety and adds value to drivers, to include identifying systems, technology, etc.
- Assist in preparing a written fleet management program detailing how the fleet is managed, work with HR to lay out expectations, incentives, benefits, etc.
- Establish guidelines to help support the recruitment process in the identification of qualifications, testing, background, Department of Motor Vehicles (DMV), etc.
- Establishes onboarding process and safety training sessions for all drivers and is the process owner for all driver related safety training
- Maintaining tax and registration filings including International Fuel Tax Agreement (IFTA), Unified Carrier Registration (UCR), IRS 2290 Annual reports, MCS-150 reports, etc.
- Provides support with analysis of Hours of Service (HOS), safety and maintenance compliance with applicable law and company standards
- Prepares for and is the primary contact for DOT, DMV, IFTA audits
- Identifies regulatory compliance risks/concerns and make recommendations or take corrective actions to implement solutions to improve controls
- Must be willing to work flexible hours during times of increased work activity
- Must be willing to take calls after hours in case of emergency or immediate customer need.

Physical Requirements:
- Prolonged periods of standing, bending, lifting, and sitting
- Must be able to lift up to 50 pounds and meet all Hazmat Physical requirements
Qualifications:
- High school diploma required; Associates Degree in similar field Preferred
- 5 years of experience in DOT Regulatory/Corporate level Compliance
- 2 years of supervisory experience in related field
- Up to 40% Travel required on an as needed basis
- Previous fleet management experience, to include developing and implementing policies and procedures to address safety and other aspects of fleet management
- Knowledge of methods, techniques, and procedures involved in driver compliance
- Knowledge of all DOT/FMCSA processes including hours of service
- Ability to establish and maintain effective working relationships with customers, vendors, truck drivers and fellow employees
- Proficiency in Microsoft Word, Excel, and Power-Point
- Experience with Geotab & Fleetio systems preferred
- Ability to pass a DISA Background check and DISA Drug & Alcohol w/ Hair Testing as needed per client standards
- Demonstrates accountability, communication, and good time management skills
- Active TWIC or ability to attain
