VectorCSP is looking for an experienced Recruiter to work in the Elizabeth City, NC area. Remote work a possibility.
Job Summary: Act as an advisor and partner with Hiring Managers across all U.S. sites to provide full life-cycle recruiting support to meet the needs of the business in a timely and cost effective manner. This position will execute and manage full life-cycle recruitment for exempt and non-exempt level positions.
Requirements:

Education and Experience:
- Bachelor's degree, preferably in human resources.
- SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) credential.
- At least two years of prior recruiting experience for a federal contractor
- Previous Military experience preferred.
- Experience with Airtable strongly preferred
Essential Duties:
- Responsible for the development, implementation and tracking of Company's recruiting strategy to include establishing recruiting goals and objectives.
- Develop and deploy advertising campaigns (internal and external) to ensure high visibility with potential candidates through traditional and nontraditional resources, such as career fairs, job boards, community organizations, online job fairs, community network events, etc., to identify and attract quality candidates; posts and/or places ads in the most effective digital and/or print media for open positions.
- Responsible for supplying company career site content and design suggestions.
- Partner with hiring manager to determine and understand staffing needs, gain high level technical understanding of the roles, and develop job specific recruiting and sourcing approaches.
- Conduct in-depth analysis of contractual requirements and performance work statements to develop well thought out position descriptions and job postings.
- Ensure posted positions include all required information, accurately reflect the position duties, and follow federal, state, and local employment laws and regulations, and company policies including affirmative action plan compliance.
- Develop a viable talent pool so the company is well positioned to backfill vacancies rapidly.
- Develop and maintain relationships with third party recruiting specialists so they may be leveraged when filling unique and/or hard to fill positions.
- Identify and develop relationships with various community organizations for existing and planned future work.
- Engage business development through meetings, standard and ad-hoc reporting and pipeline analysis to ensure a complete understanding for efforts in the capture stage of the business development life cycle.
- Provide data and recommendations relating to compensation for various positions from experience, information gathered from the applicant tracking system (ATS), interviews with candidates, and other validated data sources that may be relevant.
- Maintain in-depth understanding of company policy, compensation approach and benefit offerings to share with candidates.
- Conduct research, collect and share relevant information and provide input on industry benefit best practice so the company continues to offer a competitive benefit package.
- Responsible for leading the HR kick-off of new opportunities the company decides to bid.
- Support the transition process both prior to and after contract award.
- Screens resumes, interviews candidates (by phone or in person), administers appropriate assessments and reference/background checking and makes recommendations for hire (or not hire).
- Maintains contact with contingent hires and high potential candidates to keep them apprised of the status of their applications and connected with the company.
- Manage access to the ATS and ensure all users are properly trained on the system as well as relevant laws and guidelines.
- Manages application/resume files in accordance with company policy.
- Performs other duties as assigned.
Knowledge, Skills and Abilities:
- Knowledge of principles and procedures for sourcing and hiring for cleared personnel, recruitment, selection, training, compensation and benefits.
- Energetic and proactive.
- Able to think and operate strategically and tactically.
- Able to prioritize and navigate with ease between recruiting for existing work, new opportunities and support capture efforts to make recommendations for bid/no-bid decisions.
- Ability to effectively interact with executive leadership and partner closely with the delivery operation and consulting organizations.
- Skilled in internet searches (Boolean, Key Words) and social media (LinkedIn, Google Jobs, etc.)
- Professionally curious and willing to learn and teach, ask questions and initiate technical conversations with the subject matter expert and/or hiring managers to better understand the world of work we are pursuing.
- Ability to operate in a fast paced and timeline driven environment with competing priorities.
- HRIS experience.
- Knowledge of laws, FAR's and executive orders.
- Excellent verbal and written communication skills.
- Excellent interpersonal skills with good negotiation tactics.
- Ability to operate in a professional office environment. This role routinely uses standard office equipment such as laptop computers, smartphones, photocopiers, filing cabinets and scanners.
- Ability to occasionally lift office products and supplies, up to 20 pounds.
- Excellent computer skills in Microsoft Office.
- Ability to travel at least 35% for multiple days.
