Overview

Responsible for supporting proposal development activities. Possess the technical knowledge to review basis of estimate packages and transcribe that data into the estimate template. Ensures that all estimates are compliant with internal and external requirements with minimal oversight. Produce proposal narratives and help facilitate the proposal effort. Maintains the integrity of the Estimating system and all required documents, ensuring proper retention of files in accordance with company policy. Moderate understanding of indirect rates and disclosure statements and can accurately apply appropriate rates as required.

  • Under moderate supervision reviews Government Request for Proposals (RFP) and Invitations for Bid (IFB) to determine general and specific cost requirements and ensures proposals comply with all requirements.
  • Produces proposal narratives relating to cost and technical.
  • Coordinates reviews of proposal narratives while working with the greater proposal team.
  • Coordinates with other departments to update staffing models and basis of estimates with support from Program and Project leaders.
  • Coordinates with area leads, SMEs, HR, etc. to update workload drivers and justifications for positions as required.
  • Examines cost data relevant to labor, materials, supplies, parts, equipment and other expenditures, and provides information to others for their review.
  • Secures indirect rates from Estimating leadership and accurately applies rates.
  • Participates in meetings and provides input on cost related matters as required, ensures department managers have current and accurate data.
  • Maintains records and files to support proposal submissions, manages proposal infrastructure and document control.
  • Provides information that will be utilized to develop various financial reports to include cash flow and operational income analysis for proposals.
  • Prepares proposals in accordance with FAR, CAS, Truthful Cost or Pricing Data Act, applicable laws and regulations and Corporate Disclosure Statement under minimal supervision.
  • Supports DCAA audits as applicable under moderate supervision.
  • Prepares statistical data regarding Proposal Costs and Efficiency.
  • Provides professional development to junior estimators, serving as a mentor and technical expert.
  • Responsible for the timely development of all Client deliverables and other internal / external reporting under minimal supervision.
  • Performs other duties and assignments as required.

Qualifications

  • Minimum Qualifications:
    • Bachelor’s degree or greater than 5 years’ experience in related field with no degree.
  • Experience:
    • Preferred DoD contingency operations experience.
    • Preferred proposal development experience as an Estimator, Pricer, or Proposal Writer.
  • Skills:
    • Good skills in Excel, Access and Power Point software.
    • Excellent verbal and written communication skills.
    • Exceptional skills in Microsoft Word.
    • Ability to work in a fast-paced environment and retain attention to detail.
    • Ability to work independently or within a larger team.
  • Travel:
    • Ability to travel approximately 20% of work time, to include both domestic and overseas locations.
  • Working Conditions:
    • Office working environment requiring prolonged sitting and extensive keyboard and computer operation.
  • Physical Requirements:
    • Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
    • If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
