What are the responsibilities and job description for the Youth Librarian position at Ventura County?


Under general supervision, performs professional library work involving reference assistance, readers' advisory, public contact and program coordination. 

Distinguishing Characteristics: Positions in this class perform journey level work providing professional library services. 

EDUCATIONAL/BILINGUAL INCENTIVE
Some positions may be eligible for educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

NEW HIRE/RETENTION/REFERRAL INCENTIVES:
Subject to the applicable section of the SEIU 721 MOA 2019-2022, Amendment #6 (Secs. 3801 – 3803): Upon request of the appointing authority and the CEO or their designee, new hires may be eligible for the following:
  • New hires may be eligible for a one-time New Hire Incentive up to 10% of the current annual base wage
  • In compliance with specific requirements, a regular employee may be eligible for an Employee Referral Incentive of $500.
  • Once hired upon meeting specific criteria a regular employee may be eligible for an Employee Retention Incentive of up to 10% of the current annual base wage.

The eligible list established from this recruitment will be used to fill present and future regular, temporary, fixed-term, intermittent, and extra-help vacancies within the Ventura County Library. There is currently one (1) regular, full-time vacancy that works in the Ojai Library of the Ventura County Library System.

TENTATIVE SCHEDULE
OPENING DATE: 
November 29, 2022

CLOSING DATE: Continuous and may close at any time; therefore, the schedule for the remainder of the process will depend upon when we receive a sufficient number of qualified applications to meet business needs. It is to your advantage to apply as soon as possible. 
Duties may include, but are not limited to the following:

  • Answers reference questions and readers' advisory questions; assists or instructs in the use of the library resources. 
  • Trains non-professional personnel to ensure efficient operation of the library. 
  • Interprets and communicates library policies and programs to staff, patrons, and community groups. 
  • Assists in the development and implementation of youth programs and services. 
  • Recommends additions to collection and services appropriate to the needs of the community. 
  • Works with automated systems; performs searches of databases. 
  • Collaborates with schools and other community groups; conducts school class visits. 
  • Performs related duties as assigned.
Librarian is represented by Service Employees International Union (SEIU) and is eligible for overtime compensation.These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.
 
Education/Experience:

Comprehensive experience in library operations which has led to the acquisition of the required knowledge, skills, and abilities which can also be obtained by the equivalent to a completion of a Master's degree in library service.

Additional related experience can be substituted for the education on a year for year basis. 

Necessary Special Requirements:
  • Must possess or have the ability to obtain a valid California driver license.
  • Must be willing and able to work weekends and evenings as needed. 
 DESIRED: 
  • A Master's degree in Library Science
Knowledge, Skills, and Abilities:
Thorough knowledge of library methods, techniques and procedures; library automation, audiovisual materials and methods; basic reference methods; principles and techniques used in bibliographic research.

SUPPLEMENTAL QUESTIONNAIRE - qualifying: All applicants are required to complete and submit the questionnaire for this examination at the time of filing. The supplemental questionnaire may be used throughout the examination process to assist in determining each applicant's qualifications and acceptability for the position. Failure to complete and submit the questionnaire may result in the application being removed from consideration.
 
APPLICATION EVALUATION - qualifying: All applications will be reviewed to determine whether or not the stated requirements are met. Those individuals meeting the stated requirements will be invited to continue to the next step in the screening and selection process.
  
ORAL EXAMINATION - 100%: A job-related oral examination will be conducted to evaluate and compare participating examinees' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Examinees must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

If there are three (3) or fewer qualified applicants, an examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.  
 
Applicants successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
