POSITION PURPOSE
Under the direction of the Engineering Manager, the incumbent will be primarily responsible for new business projects for the Delaware BU.
He/She will have the ability to assist in the evaluation, design, permit and inspection on a variety of projects that range from water main and sanitary sewer installation, well rehabilitation, drinking water treatment facility and pump design. Coordinates between departments and regulatory authorities for permitting approvals and scheduling. Prepare permitting applications for all water main replacement projects.
PRIMARY DUTIES / RESPONSIBILITIES
- Responsible for the New Business process from initial request through complete construction of the service including, but not limited to: preliminary inquiries, construction contract management, construction inspection, and project management.
- Ensure all procedures associated with the New Business process are correctly processed in a timely manner.
- Support the preparation of all local, County and State permits.
- Review all local, county and State projects to determine any utility conflicts, and to follow-through with agency to eliminate conflict.
- Coordinates and reviews the work plan for utility facilities construction services and activities; performs work activities including organizing and scheduling the work of staff and private contractors; monitors work flow; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
- Receives, reviews, and provides a preliminary assessment of service applications over the phone.
- Prepare easement forms, developer’s agreements, hydrant agreements, service agreements and other documents, engineering policies and procedures, and engineering reports.
- Prepare and maintain database entries for all valve, hydrant, service and main extension records pertaining to New Business functions.
- Assist the design and management of a variety of capital projects at the direction of the Engineering Manager.
- Produce construction drawings and specifications, proposals, estimates, reports, studies, punch lists and record drawings related aspects of water and wastewater treatment plants and associated distribution / collection systems.
- Conducts inspections and provide field drawings of company, subcontractor and developer installed construction projects to assure conformance to company specifications and construction methods
- Prepare various capital budgeting reports, including monthly forecasts, monthly in-servicing reports, and annual capital budgets
Education / Experience / Background
- Bachelor’s Degree in Engineering (civil, environmental, mechanical or chemical)
- Engineer in Training License Preferred
- Minimum of 2 years of Engineering experience
- Experience and working knowledge with AutoCAD

Salary : $63,300 - $80,100
