This position is in the Altoona VA Medical Center Veteran and Employee Experience Center. This position is aligned under the direct supervision of the Director. The position is responsible for leading facility executive leadership in coordinating, planning, implementing, and monitoring activities to ensure effective engagement in high reliability efforts. This position will be responsible for facilitating a patient safety program and drive culture of safety improvement within the organization.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.Time-In-Grade Requirement: GS-12: Applicants who are current Federal employees and have held a GS-11 grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.
Specialized experience includes: possess progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency; and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
There is no educational substitution for the GS-11 and above level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Responsibilities:
Duties include but not limited to the following:- Work collaboratively with local and national clinical team leaders and other High Reliability Organization (HRO) champions to develop and implement strategies for improved patient safety and patient care.
- Lead the development of a robust learning organization through sharing and spreading HRO best practices.
- Implement key elements of HRO strategic plan across the facility.
- Promote individual and organization development through planning, designing, and managing employee development and training programs/services.
- Report on and identify from the data collected areas of improvement in services to both Veterans and staff.
- Serve as a facility's All Employee Survey (AES) Coordinator.
- Reviews AES results and assists service lines with action plan development to develop strategies to improve scores and employee satisfaction and engagement.

Physical Requirements: The work entails no special demands although some physical effort may be required relative to moving equipment and supplies throughout the department and to various parts of the facility. Work requires some physical exertion such as long periods of standing and arranging furniture, equipment and/or training materials. Fieldwork may involve travel to provide training, attend meetings, or gather information.
