This is a temporary position NTE (not to exceed two years) to support the local planning for the 2022 National Veterans Golden Age Games held in Sioux Falls, SD. The incumbent will develop, plan and implement all activities for the VA Medical Center, to successfully host the event and reports directly to the National Veterans Sports Programs and Special Events Program specific Director at the Sioux Falls, SD VA Medical Center.

Qualifications:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/20/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. ** If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. ** In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Candidates for positions at GS-12 and above must have had 1 year of specialized experience equivalent to at least the next lower grade level.
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of qualifying Specialized Experience include, but are not limited to: Understanding of pertinent laws, regulations, policies and precedents of the service line; Experience with major issues, program goals and objectives and administrative operations; Ability to adapt analytical techniques and evaluate critera necessary to program improvement; Conduct detailed analysis of complex functions and work processes to improve efficiency and effectiveness of operations with executive staff on current program status and provide recommendations for improvements; (This experience must be well documented in your resume or application package.).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.


Physical Requirements: The work is mostly sedentary, however, some slight physical effort may be required.

Work Environment: Work is typically performed in an adequately lighted and climate controlled office. Will
require occasional travel. Frequent off station work is required in the host community.

Responsibilities:

Duties include, but are not limited to:
  • Oversee the activities of the Local Organizing Committee to include: venues, logistics (e.g., accommodations, transportation, meals, communication, security, medical support) AND,
  • administration (e.g., data management, equipment management, volunteers), AND,
  • public affairs (e.g., memorabilia development, printing, hospitality, VIP Functions, media relations and daily newsletter), AND,
  • ceremonies (e.g., Welcome Reception, awards, and Opening/Closing ceremonies) for participants of the Program
  • Overall responsibility for budget, planning and implementation of the program
  • Collaborate with the Program Director to execute the operational plan and work independently with moderate supervision
  • Perform administrative work, which includes management of day-to-day operation
  • Develop new plans or schedules that are unstable and require new methods
  • Identify objectives based on understanding of the program, overall priorities, and related efforts in
    the organization
  • Determine approach to achieve objectives; identifies specific steps, and decides on meetings, information, and other input
  • Develop schedule, devising own approaches to meet unusual requirements, and reacts to unanticipated changes
  • Develop and maintain the local community and sponsor relationships related to supporting the event
  • Act as a liaison and handle the communication with persons and/or groups within and outside of the medical center.
  • Act as the primary liaison with critical persons and groups both inside and outside of the organization representing the medical center on any issue relating to the event
