The incumbent works closely with network and facility leaders and staff to incorporate new concepts and programs into extant systems and provides education and training to all facility staff impacted by program, role, or technology changes. VISN 6 and VHA goals and strategic directions are supported by telehealth programming through collaborative efforts with facility and network leaders.
The incumbent is knowledgeable of overall facility and network goals, missions and priorities to ensure that the telehealth programming does not impact adversely upon other programs or resources. She/He is knowledgeable of funding sources and methodologies including Office of Rural Health, VERA, third party collections, sharing agreement revenues, contracts and enhanced use revenue. She/He has awareness of management discussions, decisions, and policy making concerning Telehealth and rural health; consults and advises the Chief of Staff, Facility Director, and Chief Information Officer on all relating matters. The incumbent integrates telehealth program planning within facility operations as a whole to ensure goals and priorities are complementary and in congruence with the overall VISN telehealth program.

Responsibilities:
The Facility Telehealth Coordinator (FTC) manages care across the health care continuum. She/He works closely with multiple primary and specialty care providers and other health care clinicians/professionals and team members, clinics, internal sections and services, external VAMCs and community agencies. The incumbent holds a facility level position, reporting to the Chief of Staff's office through the Chief of Telehealth Service. The incumbent is responsible for overall planning, coordination, implementation, management, and evaluation of clinical applications of telehealth within the facility organization and with partnering outside VA and community entities. Particular emphasis is placed on improving access to Veterans identified as "rural" and "highly rural".The incumbent works closely with network and facility leaders and staff to incorporate new concepts and programs into extant systems and provides education and training to all facility staff impacted by program, role, or technology changes. RESPONSIBILITIES/DUTIES:
- Develops, implements, and maintains processes and mechanisms for scheduling telehealth clinics.
- Ensures that all telehealth clinics are authorized, use proper DSS coding, and are named in compliance with telehealth naming conventions.
- The incumbent develops mechanisms to evaluate and monitor the quality, safety, efficiency, utilization, productivity, and effectiveness of telehealth clinics and programs. She/He will direct the identification and incorporation of computerized data and information management tools and systems needed for telehealth clinical care, as well as management of workload and budgets.
- Consistently monitors utilization, fiscal impact, challenges, and outcomes of Telehealth applications, programs and clinics and shares and disseminates information for continual quality improvement.
- Seeks opportunities for appropriate program expansion, including external support and resources where indicated.
- Develops and proposes an annual telehealth program budget in coordination with Service Chief and facility leadership.
- Develops a specific data collection and analysis strategy for all aspects of telehealth program evaluation, including clinical, fiscal, and satisfaction criteria for both clinicians and patients.
