What are the responsibilities and job description for the Program Analyst (Informatics/HIS) position at Veterans Health Administration?

This position is in the Veterans Health Administration of the Department of Veterans Affairs. The work is health-oriented, and requires knowledge and skills gained from education, on the job training,and/or experience in Health Informatics. This position uses knowledge to influence and adapt Information Technology systems to drive management of the health care system.

Qualifications:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/12/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Selective Placement Factor (SPF): The incumbent must possess extensive knowledge and experience in informatics with respect to Electronic Health Record Systems program areas to include: knowledge of clinical software packages, comprehensive knowledge of clinical software, experience knowledge of VHA operations and national databases. knowledge of analytical techniques and clinical applications development. In depth knowledge of the clinical environment. Knowledge of VA protocol and programs as related to Informatics. Practical experienced knowledge of automation and clinical software systems.

Specialized Experience GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Serves as the subject matter expert for electronic health record system (EHRM) and clinical software, supports end users. Develops patient registries and performance management tracking tools, analyzes healthcare data. Position adapts Information Technology systems that optimizes clinical care, and adapts software controls to existing workflows. Participates in the development of clinical decisions support systems. Serves as subject matter expert for clinical informatics oversight on facility committees. Identifies end user educational requirements and training needs pertaining to EHRM. Integrates software applications for clinical services. Develops, modifies tests software components specific to clinical fields. Maintains and updates functions of software applications. Guides the evolution of clinical software.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is primarily sedentary, although slight physical effort may be required.

Responsibilities:

  • Duties to include but not limited to:
  • Serves as the subject matter expert for electronic health record system (EHRM) and clinical software, supports end users.
  • Integrates knowledge of clinical and information technology processes to achieve adoption and application of EHRM technology to support health care operations.
  • Extracts, analyze and provides data from the Electronic Health Record to assess treatment impacts such as: clinical endpoints, health status outcomes and utility estimates; estimated usage; characteristics of treating designated populations; evaluating patterns of substitution against other products such as resource impact assessments.
  • Adapts Information Technology systems that optimizes clinical care, and adapts software controls to existing workflows
  • Improves efficiency and effectiveness of IT processes by utilizing knowledge of human factors, usability of redesigned health information systems (i.e. software and hardware), and knowledge of human physical and psychological barriers to usability.
  • Serves as subject matter expert for clinical informatics oversight on facility committees, and actively participates in or leads the development of clinical decision-support systems.
Work Schedule: M-F- 7:30am-4:00pm
