The Telehealth Technology Specialist serves as an Equipment/Telehealth Technology Specialist in the Fargo VA HCS Telehealth Program by directly supporting the management of operational components of Telehealth and Connected Care across the health care continuum. This position will serve as employee at the Fargo VAMC and reports to the Facility Telehealth Manager.

Qualifications:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/15/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applies analytical and evaluative techniques when identifying a resolution for issues/ problems concerning the efficiency and effectiveness of program operations. Assists, supports, and coordinates multiple administrative program functions and process in clinical program areas. Applies analytical and evaluative techniques to provide technical support and testing of telehealth equipment. Evaluates, monitors and provides training on the proper use of department technologies and systems.
Driver's License: A current, valid state-issued Driver's License is required for this position. NOTE: We cannot accept photographs, therefore; please do not submit a copy of your license with your application package. If an interview is requested, you will be required to provide a copy of your current, valid state-issued Driver's License.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Physical demands include above average ability, dexterity, and strength to perform the work. There will be walking, standing, bending, stooping, kneeling, crouching, reaching, carrying of items, driving of an automobile, etc. May be required to sit or stand for the majority of a normal tour of duty. Will lift and move equipment and will reach above shoulder level for technology installation or in assistance with technology installation. Fieldwork may also involve travel for training activities, attendance at meetings and conferences.

Responsibilities:

  • Provides technical support and consultative assistance for all Telehealth and Connected Care programs, technologies and systems, and serves as a resource and SME
  • Organizes and implements testing for compatibility of systems and equipment with remote sites
  • Conducts site visits as needed to determine educational and technical needs
  • Provides technical support to Clinic-Based and Home Telehealth programs
  • Troubleshoots communication issues and repairs and maintains equipment
  • Monitors the local Telehealth communications network activity
  • Files activity reports including a log of trouble tickets, technical reports, and site assessments
  • Schedules and provides Telehealth technology maintenance, readiness, and downtime
  • Serves as resource to CBOC TCT's and IT staff providing guidance, support, planning, and consultative services
  • Monitors and tracks equipment orders and supports the installation of new and existing Telehealth and Connected Care technologies and systems, ensuring they are online and ready for use within established/required timeframes
  • Provides technical support and assistance to clinicians, care providers, and other staff who use video conferencing devices and peripherals in order to sustain telehealth services in VHA
  • Provides technical oversight and programmatic support to Telehealth staff; including equipment supply management, data sources, and responsible for modifications to improve efficiency or respond to users' needs
  • Coordinates Telehealth equipment procedures, regulatory guidance for the implementation of telehealth technical standards and management support for programs such as Clinical Video Telehealth (CVT), Home Telehealth (HT), Store & Forward Telehealth (SFT) and Video-to-Home component of Telehealth
  • Interfaces with vendors as needed on equipment and maintenance
  • Interacts effectively with all staff involved in the telehealth programs which require excellent communication and technical skills
  • Plans the sequence of actions necessary to accomplish the assignment which may entail coordination with others outside the organizational unit and development of project controls to ensure projects are completed on time
  • Creates tools and "Quick Guides" for telehealth technologies and technical support applications and ensures changes are presented to staff
  • Recommends data collections and analysis strategies for Telehealth technologies evaluation, including clinical, fiscal, and satisfaction criteria for both clinicians and patients
  • Provides training on the applications, guidance, and support to system end-users across the facility Telehealth enterprise
  • Maintains processes to audit Tablet reconciliation, and Vyopta data, Telehealth equipment utilization, and reports results
  • Stays current with technological developments and the required certifications necessary to support Telehealth equipment
  • Reviews a wide variety of standard operating procedures with full and complete technical advice for telehealth technologies to ensure they are secured, ready for use within required/established timeframes and accounted for
  • Prepares and tracks maintenance work orders, information systems, inventory records, and communicates with National Telehealth Technology Help Desk (NTTHD) to facilitate troubleshooting, repair, and coordination of replacement equipment as necessary
  • Maintains responsibility for facility inventory management and registering and maintaining telehealth end points
  • Develops tracking mechanisms for various initiatives, progress reports and monitoring facility Telehealth equipment and workload activity issues for monthly status reports
  • Travels within the Fargo VA HCS catchment area to support all subordinate clinics, locations, and ATLAS sites
  • Monitors and reports upon technologies utilization, fiscal impact, challenges and outcomes
  • Performs other related duties as assigned
