CLASSIFICATION SUMMARY
An Accountant prepares, maintains and controls municipal accounting records, payroll systems and budgets. An employee in this classification exercises independent judgment based on knowledge of best financial practices and procedures related to the analysis and interpretation of fiscal and accounting data.
ESSENTIAL FUNCTIONS
- Performs accounting tasks, cost analyses and statistical evaluations, depending upon area of assignment.
- Prepares statements and statistical reports, which include reconciling ledger accounts and bank statements, preparing journal entries, analyzing invoices and receiving reports, preparing audit worksheets and monitoring expenditures.
- Monitors revenue and expenses for departmental or unit accounts and ensures expenditure control and compliance with funding and reporting requirements, Village policy, and standard accounting procedures.
- Constructs routine spreadsheet applications, prepares financial data for input into the automated financial and human resources management systems, and generates reports.
- Reviews expenditure, personnel, and purchasing documents in terms of availability of funding, mathematical correctness, and compliance with Village’s policies as well as state and federal funding requirements.
- Prepares, reviews, and processes budget, revenue, expense, payroll, and related transactions in conjunction with correcting entries and bank reconciliations of intermediate complexity.
- Compiles and reviews statements and/or prepares reports on fund and transaction activities.
- Provides technical information and assistance to accounting personnel, department heads, and other administrators regarding accounting requirements and the use of automated systems.
- Applies complex policies and procedures to area of responsibility and maintains precise records.
- Assists in year-end closing of books, including the listing of all receivables and outstanding purchase orders.
- Prepares and presents reports on budget matters, projects future budget needs and develops manual and computer procedures for recording and storing statistical information.

MINIMUM QUALIFICATIONS
- Bachelor degree in Accounting, Finance, Business or Public Administration or a closely related field.
- Three (3) or more years of progressively responsible experience working with financial records and accounting policies and procedures.
- Experience with a public agency or municipality preferred.
- Extensive knowledge of governmental accounting, auditing and financial reporting requirements with experience in budget, payroll and accounts payable functions.
- Knowledge of the organization and administration of internal control systems.
- Knowledge of current computing technologies and software applications appropriate to the position’s job responsibilities.
PHYSICAL REQUIREMENTS
Tasks involve the ability to exert slight physical effort in sedentary to light work but may involve some lifting, carrying, pushing, and/or pulling of objects and materials of light weight (5-10 pounds).
ENVIRONMENTAL REQUIREMENTS
Work is performed under normal office conditions with infrequent exposure to adverse environmental factors.
