The Virginia Department of Housing and Community Development (DHCD), Division of Community Development and Housing (CD & Housing), seeks a dynamic and experienced leader to provide strategic management and program implementation directed to providing affordable housing for low-income and special needs citizens and others who cannot find adequate housing resources within the mainstream housing market.

The Division of CD & Housing provides a policy, administration and implementation framework for a range of housing development, preservation and service programs. These programs provide targeted assistance to communities and populations across the Commonwealth with a focus on meeting the housing needs of distressed areas, special needs populations and lower income citizens. Areas of emphasis include affordable housing (homeownership and rental opportunities), housing preservation and meeting the housing requirements of special needs populations. Program assistance includes financial support in the form of loans and grants and planning and technical assistance.

This position is specifically responsible for supervising operations of programs targeted to affordable housing production, preservation and development. This position is responsible for managing and implementing the Commonwealth’s federally funded HOME Investment Partnership program, State and National Housing Trust Funds, the Weatherization Assistance Program, and other state and federally funded affordable housing production and preservation efforts. This position is responsible for effectively managing human and fiscal resources to ensure successful outcomes for these programs and initiatives. This position is responsible for implementing these programs and initiatives in accordance with federal, state, and agency regulations, policies, and procedures and in a manner that will result in the maximum benefit to the citizens of the Commonwealth.

Minimum Qualifications
  • Considerable knowledge of state and federal housing programs and policies related to affordable housing production, development and preservation.
  • Considerable knowledge and experience in the administration of housing-related loans and grants and housing finance techniques.
  • Considerable knowledge and experience in effectively managing program budgets.
  • Proven ability to effectively organize and supervise the work of a professional staff and to facilitate staff development.
  • Ability to interpret and apply program policies and regulations in a wide variety of conditions and settings.
  • Ability to analyze data and program outcomes and apply findings to program improvements and innovations.
  • Significant problem solving abilities and capacity to apply problem solving to program specific situations.
  • Considerable ability to communicate effectively orally and in writing with a diverse client base.

Preferred Qualifications
  • Degree in Urban and Regional Planning, Community Development, Public Administration, Human Services, Business Administration or related field. An equivalent combination of training and experience may be considered in lieu of education.
  • Experience in managing programs, personnel supervision and managing fiscal resources.
  • Knowledge of the federal Community Planning and Development (CPD) programs and Weatherization Assistance Program.
  • HOME Investment Partnerships certification desirable.
  • Knowledge of state budget.
