Position Overview: Vistant is seeking a qualified and experienced mid-level international recruitment and talent acquisition partner to execute recruiting responsibilities. This organizational priority is driven by increased growth and demand from expanding IDIQ awards and new business. Vistant’s core capability provides institutional support and services to global USAID missions, covering a range of sectors, skillsets, and geographies.
To manage a transparent and compliant full-cycle recruitment process for international positions, the Recruiter will manage multiple hiring and competing demands for positions in various country missions internationally. This person will work in partnership with Vistant and USAID Point of Contacts (POC’s) globally to attract talent and diverse workforce that will support our client’s and our mission. Specifically, this includes sourcing, selection, collecting and collating hiring documentation, conducting background checks, negotiating offers and managing the resume database and Roster. The Recruiter will also be responsible for attending career fairs, conferences/workshops as required.

Key Responsibilities
- Establish strong rapport with the project management team and customers at the home office and in field offices to develop a talent acquisition strategy that fills all vacancies in a timely manner.
- Manage communications between applicants, the Vistant project management team, and customers to keep all parties apprised of the status of each search.
- Collaborate with the Vistant project management team and customers to develop job descriptions and announcements that reflect the responsibilities and qualifications appropriate for each position.
- Attract and source candidates for open positions, and build Vistant’s robust talent bench.
- Screen and review online applications, evaluating factors such as job experience, education, training, skills, and knowledge, and develop a shortlist of potential candidates for the Vistant project management team and customers.
- Conduct HR screen interviews and present fully screened, qualified candidates to the Vistant project management team and customers in a timely manner.
- Review candidate qualifications, facilitate applicant interviews, manage interview results and selection decisions, and provide feedback to candidates.
- Manage the offer process and negotiate compensation packages, including salary, start date, and allowances.
- Recommend improvements to current recruitment processes to ensure streamlined, compliant, and cost-effective services.
- Provide support in managing applicant flow and maintaining statistical data on applicant flow.
- Attend career fairs and conferences to promote Vistant and deepen the pool of potential candidates.
- Provide information on company operations and employment opportunities to potential applicants.
- Expand the Vistant talent pool, monitor the completion of required training programs, improve the roster management architecture, and review and refine SOPs.
- Spearhead the company’s transition from ClearCompany ATS to UKG Pro Recruiting by creating requisition templates, drafting offer letters, and conducting comprehensive training sessions for staff.
- Support growth and proposal recruitment activities as needed, helping to identify representative and/or key personnel, source/screen/obtain LOI acknowledgements, etc.
- 5 years of experience in international recruitment and project management.
- Bachelor’s degree in Business Administration, Business Management, Human Resources, or a related field.
- Extensive awareness and use of international development platforms (Devex, SID) and experience with technical recruiting tools.
- Strong understanding of the international talent landscape and market. Full-cycle talent recruitment experience in the international development humanitarian sector, including recruiting for USAID missions/contracts.
- Experience with HRIS systems, with UKG Pro Recruiting preferred.
- Strong interpersonal relationships and customer service skills.
- Organized with exceptional attention to detail, transaction accuracy, and a sense of urgency.
- Ability to manage multiple priorities simultaneously and work within deadlines.
- Excellent written and verbal communication skills.
- Ability to work professionally with individuals at all levels of the organization.
- Strong proficiency with Microsoft Office products.
- Ability to thrive in a fast-paced and changing growth environment.
