Program Manager

Description

Manage and provide organizational assessment, change management, leadership development, and performance and process improvement support for the National Institutes of Health (NIH), Office of Acquisition and Logistics Management (OALM) and its components. 

Duties and Responsibilities

• Provide assistance, resources, and support to the Director, OALM and the OALM council in developing program goals/initiatives/objectives, providing meeting facilitation, meeting documentation of deliverables, Technological/Innovative presentation design/techniques and support, organization communications, agendas in support of OALM programs/initiatives/goals.
• Develop and facilitate engaging OALM All Hands Meetings, OALM Townhall Meetings.
• Create, disseminate, and analyze organization surveys related to specific OALM subject matter.
• Develop and provide reporting on the status of items completed under the scope, schedule, and budget of the OALM Organizational and Leadership Development Project. 
• Provide recommendations and assessments on OALM initiatives being facilitated. 
• Bi-weekly meetings with COR. 
• Keep the OALM stakeholders informed. 
• Administer project resources and client coordination of meeting requests such as Management Council and Senior Staff meetings as appropriate.
• Prepare project evaluations (e.g. ROIs), and other project documentation, to include, but not limited to, White Papers; and project status reports. 
• Provide a monthly report of expenditures with the invoice(s) to the COR.
• Other duties as assigned.

Requirements

Required Qualifications

• Bachelor’s degree in business or related field.
• Knowledge of federal program management and federal acquisition process.
• Ability to use sound judgment in problem solving and excellent interpersonal and communications skills.
• Previous experiencing creating project management plans, quality assurance plans, and organizational action plans
• Must adhere to legal, professional, and ethical codes with respect to confidentiality and privacy.

Desired Qualifications

• 5 years program management experience.
• Experience with health care organizations and Research Institutions. 
• Experience leading change management efforts, with specific experience in continuous process improvement methodologies. 
• Familiarity with data visualization and survey analysis software tools and applications. 
• Familiarity with the Federal Employee Viewpoint Survey (FEVS).
