About the Mission You Will Join:

TheEnvironmental Protection Agency(EPA)has entrusted VMD toprovide information technology services to supportthe EPA'sCompliance Division's Fuel and Fuel Additives Compliance Information System (TeRRA) and support program implementation and compliance assistance activities.VMDwillprovide the business analysis, development, implementation, maintenance,and help desk services for new and existing applications within the EPA-provided environments. These applications are used to support EPA's fuel and fuel additive registration and compliance programs.

Your Impact to the Mission:

The team provides full software development lifecycle support for a variety of highly complex business critical systems, including COTS and customized solutions. Our support includes program and project management, business requirements analysis, solutions architecture, and software development.

Scrum MasterResponsibilities:

  • Organize and facilitate SCRUM ceremonies: daily standups, Sprint Planning/Grooming, Sprint Reviews/Demos, and Retrospectives
  • Organize preparation for and lead SAFe PI Planning sessions
  • Maintain JIRA, Confluence and other information radiators for the teams
  • Mentor and coach team members on core Agile values, principles, practices, and processes
  • Enable team to become self-organizing and self-managing to achieve its goals
  • Establish and maintain strong working relationships with all stakeholders, including customers
  • Work with the Product Owners, Business Analysts and Project Manager to develop release plans and ensure product backlogs are well-groomed, prioritized, and visible to all stakeholders
  • Motivate teams to perform and ensure team members are collectively responsible for all aspects of the committed work (analysis, development, testing, documentation, etc.)
  • Identify, address, and communicate project risks, dependencies, and team impediments
  • Ensure the team's "definition of done" is well defined on the story, sprint, and release levels
  • Facilitate productivity through discussion, decision making, and conflict resolution
  • Shield the team from external interferences
  • Assist with internal and external communication, and improving transparency
  • Build a trusting and safe environment where problems can be raised with an emphasis on problem solving
  • Assess the Scrum maturity of the team and coach the team to higher levels of maturity at a pace that is sustainable and comfortable for the team
  • Coach a continuous improvement mindset and recommend adjustments to established delivery practices

Business Analyst Responsibilities:

  • Work with lead analyst to define processes and elicit business requirements.
  • Document user journey to help define business requirements.
  • Support requirements gathering efforts with graphics and presentations, including screen mockups and flow diagrams.
  • Work with lead analyst and technical team to create user stories from requirements discussions that include use cases and acceptance criteria

Basic Qualifiers:

  • Education Requirement: Bachelor's degree
  • Can Additional Years of Experience Substitute for Degree?Yes
  • Desired Certification(s): SAFe, CSM
  • Minimum Years of Overall Experience:3
  • Minimum Years of Specific Experience in Field:3
  • Minimum Clearance to Start:Public Trust
  • Work Status Allowable:US Citizenship
