General Definition of Work
Performs intermediate technical work and a variety of professional financial accounting activities, including grant accounting, preparing grant journal entries, preparing bank reconciliations, managing a variety of reconciliations, preparing and reviewing financial information, preparing reimbursement requests, maintaining records and files, and related work as apparent or assigned. Work is performed under the limited supervision of the assigned supervisor. Some telework will be available.
Essential Functions

Prepares state, federal, and intergovernmental grant reimbursement requests, reconciles grant activity posted in the general ledger; reviews the Virginia Railway Express (VRE) federal drawdown packages; updates/monitors summary encumbrance, pending items, and other federal grant spreadsheets; submits and monitors online grant reimbursement requests; monitors and maintains grant worksheets; verifies cash deposits and prepares wire transfer requests for transfer of federal funds; prepares and submits quarterly federal financial reports; prepares Schedule of Expenditures of Federal Awards; maintains data for A-133 requirements and reconciles receipts, revenues, expenses, and accounts receivable balances; maintains grant files.
Prepares quarterly fringe benefits rate calculations for staff time billable to grants.
Processes approved wire transfers and stopped payments requests.
Prepares bus service grant journal entries, revenue accruals, billings, and reversals.
Prepare bank reconciliations on a monthly basis for Operating, Smartrip, and Flexible Benefits Accounts.
Prepares various journal entries, such as payroll, regional Smartrip settlement, and others as assigned.
Prepares and reviews financial information posted to the general ledger.
Prepares and maintains fixed asset records and depreciation schedules; coordinates physical inventory with appropriate personnel and reconciles inventory to fixed asset records; ensures fixed asset disposals are properly documented.
Prepares audit schedules, researches and analyzes financial data for external auditors.
Assists with National Transit Database (NTD) report and other special projects; performs other related duties as assigned.
Minimum Qualifications
Bachelor's degree with coursework in accounting, finance, business, or related field and at least three years of related experience in accounting, governmental accounting, budget functions, financial analysis, or equivalent combination of education and experience.
Special Qualifications
Certified Public Accountant (CPA) preferred upon hire.

Thorough knowledge of the theory, principles, methods and practices of accounting; thorough knowledge of the laws, ordinances and regulations governing the organization's financial matters; thorough knowledge of Generally Accepted Accounting Principles (GAAP); thorough knowledge of office procedures, practices and equipment; thorough knowledge of the principles, procedures, and practices of electronic data processing accounting applications.
Skill in the use of personal computers, associated software packages, hardware, and peripheral equipment.
Ability to use independent judgment and discretion in performing departmental activities; ability to prepare, analyze and evaluate complex financial systems; ability to express technical ideas effectively orally and in writing; ability to make accurate arithmetic calculations; ability to prepare clear, concise and complete financial documents, statements, and reports; ability to analyze grant requests; ability to prepare accounting entries and perform analysis; ability to establish and maintain effective working relationships with associates, auditors, department directors and management, other departments, outside agencies, vendors, and the general public.
