Reports To: Assistant Superintendent of Electric Distribution or Superintendent of Electric Distribution
Work Days/Hours: Monday through Friday, 7:00 a.m. to 3:30 p.m., Variable
Compensation: E-14 ($35.5082 - $48.0402 per hour)
Job Summary: Under the general supervision of the Assistant Superintendent of Electric Distribution or Superintendent of Electric Distribution, is responsible for the activities of the line crews engaged in the installation, maintenance and operation of overhead and underground electric Transmission and Distribution lines (7200, 12470, 69000, 138000 volts) and the assigning of appropriate responsibilities. Supervises the construction, maintenance and repair of system lines and related electrical plant. Is continuously alert to potential problems in system operation and maintenance in an effort to provide the best possible continuity of service. Schedules and assigns activities for the crews transportation, outages, consumer disconnects, directs the preparation and submission of proper reports on labor, transportation, trouble reports, transformer and other system records. Has responsibility for material control in this area, inspects all activities of work crews to insure work specifications and procedures and to all safety requirements. Is responsible for first call responses and callouts as a first line supervisor called for after hours events and outages. May be asked to go on mutual aid. Performs related duties as required.

Essential Duties and Responsibilities: The essential duties and responsibilities include, but are not limited to the following tasks:
- Plans, supervises and inspects the work activities and the results of personnel assigned to construction, maintenance and operation of overhead and underground transmission, distribution, secondary and street light facilities.
- Reviews crew staffing to determine allocation of manpower and future needs based on construction priorities and maintenance issues.
- Evaluates individual performance of assigned personnel for needed training and promotions; in conjunction with the Assistant Superintendent or Superintendent, prepares and discusses with construction employees annual performance evaluations.
- Instructs personnel in proper safety practices by observing their work habits; makes recommendations to crew leaders for personal risk management for their crew members.
- Has cooperative responsibility with Assistant Superintendent or Superintendent in coordinating the line worker apprenticeship programs.
- Has cooperative responsibility with the coordination of contractors and developers with planning and scheduling of work plans.
- Has an operation duty in the restoration of service in off hours.
- Supervises the care of vehicles, tools, supplies and equipment related to the electrical activities of the crews. Makes recommendations for future purchases and programs.
- Meets daily with Assistant Superintendent or Superintendent and Customer Service/Engineering Technicians for review status of ongoing work.
- Creates and maintains records concerning work orders, time sheets, inventory bar coding, transformer disposal, crew visit, safety meetings, etc. using departmental databases.
- Manages fiscal responsibilities, including preparation of purchase orders and Pcard expenditures under compliance with policies and procedures.
- Creates and maintains a positive employee culture and environment, develops performance goals and provides feedback, coaching, and direction to employees when needed.
- Performs related duties as required.
Knowledge, Skills, and Abilities:
- Comprehensive knowledge, but not limited to the construction, maintenance and operation of transmission, distribution, secondary, street lights, on overhead and underground lines, including the installation of poles , transformers, voltage regulators, capacitors, reclosers, lightning arresters, switches wire pulling and associated equipment.
- Hazards of working with energized voltages and safety precautions necessary for the proper craft needed to perform duties necessary for apprentice through journeyman lineman.
- Direct and supervise diverse crew assignments and prioritize work to meet customers’ schedules
- Provide leadership skills to employees in the achievement of crew goals and discipline
- Communicate skills for effective working relationship with general public, contractors, vendors and other citywide departments and the ability to problem solve their issues.
- Perform work under unfavorable weather conditions and to be physically and mentally competent to assist and take part in all facets of the overhead and underground transmission, distribution systems
- Receive orders and instruction and to transmit orders and give instructions to individuals assigned to work with or under them in a manner which obtains effective as well as safe work results.
- Basic computer skills including MSWord, Excel, Access, and web- based applications.
Minimum Requirements for Employment: The selected candidate must possess all of the following requirements:
- Completion of the twelfth (12) school grade supplemented with courses in electrical transmission, distribution and safety practices.
- Progressive, responsible, on-the-job experience in the construction, maintenance and operation of an electric utility that would indicate a minimum of 10,000 hours as a journeyman line worker constantly working on live lines; (7200, 12470, 69000, 138000 volt) and a minimum of 15,000 hours of on-the-job training with a public or private power company.
- Ability to demonstrate pole top and bucket rescue.
- Minimum of six (6) years on a standby/callout list.
- Minimum of six (6) years as a qualified climber.
- Completion of the Northwest Lineman College Power Delivery Program (PDP) or an equivalent journeyman’s program.
- Possession of a Class “A” Commercial Drivers’ License valid in the State of Ohio and to remain insurable under the city’s vehicle insurance policy and have an acceptable driving record as deemed by the City of Wadsworth.
