GENERAL PURPOSE
Under the general direction of the Fire Chief, this position is assigned responsibility for fire department operations. In addition, the position will be assigned responsibilities of an administrative nature. This is a management position that works within the guidelines provided by applicable laws, rules, regulations and standards and policies. This position requires the use of independent judgment and a thorough knowledge of department wide operations.
SUPERVISION RECEIVED
Works under the general supervision of the Fire Chief.
SUPERVISION EXERCISED
Will provide immediate supervision to Station Captains. Assumes full responsibility of the department in the absence of the Fire Chief.
ESSENTIAL FUNCTIONS
Strategic Planning and Organizing: As a member of the fire department management team, participates in strategic planning, sets goals and objectives, establishes priorities among competing goals, sets deadlines, identifies target measures of success, and evaluates organizational performance. Within assigned area(s) of responsibility, leads officers in developing and maintaining a strategic plan that supports the overall organizational goals.
Leadership and Personnel Management: Promotes teamwork, harmony and good morale. Within the assigned area(s) of responsibility, leads assigned officers in planning, organizing and directing the activities of assigned employees. Assigns accountability to see that deadlines are met and projects are completed. Advises, counsels, coaches trains, commends, corrects and disciplines assigned officers and employees as appropriate concerning work related issues. Meets individually with assigned officers
on a periodic basis to review and evaluate job performance. Disseminates information to employees. Compiles information from employees. Maintains personnel records as necessary. Submits personnel reports and forms in a complete, accurate and timely manner.
Training and Development: In cooperation with other chief officers, develops and implements department policy establishing training procedures, goals and standards. Supervises, coordinates and evaluates employee training through review of training records and periodic direct evaluation in supervised drills. In cooperation with other chief officers, develops and implements department policy establishing promotional procedures and standards. Maintains training and evaluation records as necessary. Submits all training reports and forms in a complete, accurate and timely manner.
Emergency Response and Preparedness: In cooperation with the Chief and Shift Captains, assigns employees to work groups such as companies and platoons. Responds to alarms and personally directs emergency operations at own discretion as indicated by the seriousness of the situation. Evaluates effectiveness of emergency operations through periodic direct observation at emergency scenes, review of incident reports and appropriate use of post-incident critiques.
Inter-agency and Community Relations: Promotes teamwork, harmony and good working relationships with surrounding cities, community groups and other fire protection industry groups. Represents the fire department in inter-agency committees or organizations as assigned.
Resource Management: In cooperation with the Fire Chief, develops and implements department policy establishing inventory, inspection and maintenance procedures for facilities, apparatus, equipment and supplies. Oversees inventory and budget of assigned area(s) of responsibility. In cooperation with the fire Chief, prepares, presents and justifies, manages and monitors department-wide budget.
Maintains resource management records as necessary. Submits all necessary resource management reports and forms in a complete and timely manner.
Fire Prevention and Community Preparedness: In cooperation with the Fire Chief, develops and implements department policy establishing fire prevention and community preparedness goals, standards, programs and procedures. Evaluates effectiveness of fire prevention and community relations activities. May personally direct fire prevention activities such as plan review, origin and cause investigation and public education program depending.
Performs other related duties as required.
MINIMUM QUALIFICATIONS:
1.Education and Experience:
A. Graduation from high school; plus two (2) years of specialized training related to fire science, business management, public administration or related field;
AND
B. Associates degree or higher in fire science or public administration. Eight (8) years of full time
work experience as a FireFighter, Five (5) years supervisory and at least Three (3) years as a promoted fire officer and/or administrative experience.
OR
C. An equivalent combination of education and experience
2.Knowledge, Skills, and Abilities:
Thorough knowledge of Incident Management System, Personnel Accountability System (PAR), fire fighting methods, techniques, and procedures; fire fighting equipment types and varieties and their most appropriate and effective use; equipment maintenance and care; state and city codes, laws, and regulations, and ordinances related to fire prevention; fire vehicle equipment and apparatus operation; emergency driving techniques associated with heavy fire fighting apparatus; emergency medical techniques and procedures and first-aid; interpersonal communication skills. Considerable knowledge of training methods and techniques.
Ability to follow and give detailed verbal or written work instructions; work in dangerous emergency situations; perform strenuous physical labor; communicate effectively, verbally and in writing; assimilate modern fire prevention and fire fighting skills; perform under extreme weather conditions; work on call and on shift work; develop effective working relationships with supervisors, fellow employees, and the public.
3.Special Qualifications:
Valid Utah State Driver's License.
Utah State Fire Officer I certified.
Utah E.M.T-Advanced Certified (or greater).
Utah Hazardous Materials Operations
Utah Firefighter II Certified.
Fire Instructor I and/or UBEMS Instructor certified (within 1 year)
Fire Inspector I certified within 1 year
Must maintain a minimum physical fitness standard.
4.Work Environment:
Functions of the position are generally performed in a controlled environment, but subject to all seasonal and weather extremes.Emergency response and travel is required in normal course of performing duties.Many functions of the work pose a high degree of hazardous uncertainty.Physical readiness and conditioning will be a condition of job retention.Various levels of mental application required, i.e., memory for details, emotional stability, creative problem solving and continuous use of motor skills.
As per Washington City policy and/or procedures, a background check, and drug screening evaluation will be required for potential new hire candidates prior to an offer of employment. I understand that if I am under the age of 18, I must have my parent or my legal guardian grant their permission for the background check and drug screening test to be performed.
