GENERAL DEFINITION OF WORK:
Responsible for the daily checking, maintenance, and operations of the county owned water distribution system. Responsibilities include the quarterly meter readings, set up and read quarterly deduct meter accounts, take monthly water and gas reading for Valicor, work with Budget and Finance to post 48 hour notices throughout system including disconnecting and reconnecting services, work with Billing Department to handle customer service issues as well as maintain all associated equipment and individual services. Direction is given by the Distribution Systems Manager.
ESSENTIAL FUNCTIONS/TYPICAL TASKS:

- Assist Distribution Systems Manager in operating county owned water distribution systems of Highfield, Elk Ridge, Mt Aetna, Sandy Hook, and Sharpsburg. Duties include, but are not limited to troubleshooting problems, handling service calls with the public, and performing operational/maintenance programs. Assist Treatment Plant personnel as needed.
- Perform water distribution functions as assigned for contract operation systems.
- Post customer notifications perform service disconnects/reconnects, and handle customer service complaints.
- Assist with the County’s meter reading program.
- Assist with the County Water Meter Replacement Program
- Position is required to make entries into confined spaces on a weekly/ daily basis depending on the duty being performed.
- Maintains daily log of operations performed, including but not limited to flow records, customer issues and tests results.
- Assist with the fire hydrant flushing and valve exercising programs for the distribution systems.
- Collects samples and perform specialized testing such as flow test and chlorine testing as required. (Routine samples are collected by Treatment Plant Personnel).
- Locates water lines as part of Miss Utility program.
- Assist Maintenance Department with leak detection and repair.
- Perform routine inspection of system water tanks and help with any rehabilitation and repair work.
- Maintain good public relations, while in the community and on service calls.
- Performs all related duties as may be required of the position
KNOWLEDGE, SKILLS AND ABILITIES
- Advanced mechanical/ electrical skills and knowledge.
- Ability to operate hand tools, as well as specialized tools and equipment.
- Ability work and communicate with the public.
- Willingness to be on call 24 hours per day.
EDUCATION AND EXPERIENCE
- High School Diploma.
- Mechanical, Electrical, Plumbing experience preferred.
- Experience in Water/Wastewater operations or related field preferred.
A comparable amount of training and experience may be substituted for the minimum qualifications.
PHYSICAL REQUIREMENTS
This is a heavy work position requiring exertion of 100 pounds of force occasionally, up to 75 pounds frequently, and up to 20 pounds of force constantly to move objects. Work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping,
and repetitive motions. Vocal communication is required for expressing or exchanging ideas by means of the spoken word. Hearing is required to perceive information at normal spoken word levels. Visual acuity is required for color perception, visual inspection involving small defects and/ or small parts, assembly or fabrication of parts at or within arm- length, operation of machines, including office machines, operation of motor vehicles and/ or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities. The worker is subject to internal and external environmental conditions, extreme cold, extreme heat, extreme noise, vibration, hazards such as traffic, engulfment ,as well as electrical, atmospheric conditions ,chemicals , oils, fuel, etc.…The worker may also be exposed to blood borne pathogens, and will be required to wear specialized personal protective equipment.
SPECIAL REQUIREMENTS
Applicant must possess a valid driver’s license and be able to obtain the required Maryland Distribution Certification for water within four years of employment.
- Progression to Distribution Systems Operator (Grade 9) upon passing Maryland Class 1 Water Distribution exam.
- Must obtain any other applicable certifications.
- Position is considered an essential employee.
Progression to Distributions System Operator (Grade 9) upon successfully passing Class 1 Water Distribution licensing exam.
