Our team is searching for a Contract Administrator to provide a broad range administrative support in the processing of the Department’s contracts, agreements, Memorandums of Understanding, policies, and procedures. Use County or State approved templates to develop various contractual documents and assist Department staff, State personnel and contractors throughout the project approval process. Serve as a supportive, engaged member of the Administration Support Unit assisting with various tracking, reporting, documentation, dissemination, presentation, and follow up on assigned program area projects.

- Area Agency on Aging (AAA)- Helps maintain an individual's independence and dignity in their home and community by planning, coordinating and advocating services to aid and protect our at-risk older population.
- Assistance Payments- Aids individuals and families who qualify for financial, medical and food assistance.
- Child Support- Provides services to include testing for paternity, establishing court orders for child support and enforcing child support payment obligations
- Child Welfare- Work with families to assure safety, permanency and wellbeing for children and youth. Assess family, child, and youth needs to provide appropriate referrals for services in an effort to strengthen families and minimize harm to children.
- Employment Services- Offers employment opportunities, training, career planning, job skills development, workshops, job fairs, vocational skills assessments and child care related services.
- Family Resource- Assists individuals and families with supportive services surrounding the areas of post adoption, promoting healthy and intact families, child abuse prevention, public assistance navigation and community outreach.

Starting pay is $28.04 - $35.50 per hour plus benefits (see benefits tab on the job posting).

Using County approved templates, develops contracts and service agreements, single purchase agreements, agreements for professional services and other contracts or agreements required by the Department. Generates, distributes and tracks all Department contracts. May generate, distribute and track all child specific placement agreements and addendums for children placed with out-of-home service providers using State templates.
Enters contracts into a contract management system and tracks contract progress throughout the approval process. Drafts and submits pass-around memorandums for the Board of County Commissioner’s (BOCC) approval. Prepares or assists in preparation of weekly contract update agendas and BOCC agenda summary packet with supporting documentation. Facilitates or assists in facilitation of weekly contract updates and works with division representatives to attend and provide information on potential providers. Assists in preparation and storage of current and historical (BOCC) Work Session outcomes, Agendas, and supporting documentation for storing in OnBase following process.
Implements and oversees any Department bid/proposal opportunities. Facilitates the review and selection of proposals and/or bids with division experts and ensure that all approvals are obtained through various required channels.
Develops and maintains a professional relationship with State personnel, contractors, and Department staff utilizing strong interpersonal skills to maintain effective working relationships and to resolve problems and issues as they arise. Serves as a resource on issues related to contract compliance and provide historical information on usage of contracts for Department staff.
Assists Fiscal Office with contracted service questions. Provides information or training on contract processes to division staff when needed.
Assists divisions with the process of developing, updating, and gaining BOCC approval for Department policies and placement in the Department Policy Manual on the DHS intranet. Assists divisions with developing procedures and guidelines for review, approval, and placement on the Department Guidance Page.
Provides a broad range of contract administrator tasks and support for Weld County Department of Human Services Administration such as preparing Department communications, performing research or presenting information. May participate in, facilitate, or support Department sponsored committees, commissions, or other activities.
MINIMUM QUALIFICATIONS
Required Education:
- Successful completion of a Bachelor's Degree is preferred.
- Equivalent combination of education and experience may be considered in lieu of degree.
Required Work Experience:
- Two (2) years full-time business or clerical experience in an office environment which include extensive customer service, document editing, and project tracking.
- Experience using Microsoft Windows, Word, Excel, Outlook, and PowerPoint.
Preferred Work Experience:
- Experience with contracts, agreements, or grants.
- Experience drafting professional correspondence and memorandums.
- Experience in professional presentation of information to internal and external stakeholders.
Required Skills, Knowledge and Abilities:
- Good communication and time management skills.
- Ability to confidently lead meetings and discussions.
- Ability to develop and maintain good internal and external customer relationships in a professional manner.
- Have strong organizational skills and effective process management skills.
- Must possess ability to keyboard at 35 words per minute.
- Must have a valid Colorado Driver's License and Liability Insurance. Must provide own transportation and be willing to travel throughout Weld County on occasion.
- Must pass Human Services Background Checks.
This position is in-person with a primary location in the Greeley Office. Reliable, predictable attendance within the department business hours of 8 a.m. to 5 p.m., Monday through Friday.
Upon successful completion of initial training and demonstration of high work performance, this position may be eligible for occasional telework options.
Ability to enter data into several different computer programs. Ability to learn and apply new computer skills on a regular basis. Knowledge of computer programs such as Microsoft Windows and Word, Excel, Access and Outlook.
Ability to read and comprehend instructions, correspondence and department policies and procedures. Ability to write correspondence.
