Salary: $105,000 - $145,000, plus comprehensive benefits

West Haven City is accepting applications for the position of City Manager. The City has approximately 22,395 residents and operates under the six-member Council form of government. The City employs 26 full-time employees and 10 seasonal employees and has a combined budget of $14.5 million. The City is financially sound; and currently, the City does not impose a property tax. West Haven has been ranked the fastest-growing city in Utah in 2021 and has a country living culture with open space, parks, and trails, with a diversity of housing options.
The City Manager works under the guidance of the Mayor and City Council to effectively manage the day-to-day operations of the City, including claims/risk management, administration, and public works (parks and rec and streets). The City Manager performs a variety of professional, administrative, and managerial duties related to planning, directing, organizing, and controlling all of the administrative processes, including the hiring, and firing, and training, of all city employees including department heads, necessary to carry out the efficient and effective operation of the City. The City Manager is responsible for preparing a budget for the City Council. The City Manager coordinates strategic planning, capital facilities planning, financial planning, economic development, and annual goal setting for the City. The City has a special service district that deals with all sewer needs within the City. The City does not have a water department. The City does not have its own law enforcement department, but currently has a contract with the Weber County Sheriff’s Office Department. The City contracts with Roy/Weber County Justice Court to handle all Class B and Class C misdemeanors and infractions.
MINIMUM QUALIFICATIONS
1. Education and Experience:
A. Graduation from an accredited college with a master’s degree in business or public administration, finance, accounting, or a related field.
AND
B. Five (5) years of progressively responsible experience in municipal management as a manager or assistant.
OR
C. An equivalent combination of education and experience.

3. Knowledge, Skills, and Abilities:
Thorough knowledge of management theory, methods, and practices; internal control principles and methods of application; municipal organizations and department operations including applicable laws and regulations; budgeting, accounting, and related statistical procedures; various revenue sources available to local governments including state and federal sources; modern office practices and procedures; Considerable knowledge of state laws as they apply to city management practices; human resource management practices and procedures; fiscal management and budget development; principles of supervision and motivation; Working knowledge of generally accepted account principles (GAAP) and professional accounting standards and ethics;
Ability to analyze a variety of management problems and make decisions; coordinate a variety of intra-governmental policy matters between the Mayor and City Council and department heads; plan, organize, direct, and supervise the work of professional and administrative subordinates; communicate effectively verbally and in writing; establish and maintain effective working relationships with the Mayor and City Council, department heads, intergovernmental agencies, employees, and the public. Considerable skill in resolving disputes and complaints from the public. Must have significant human resource skills.

5. Work Environment:
Incumbent of the position, the City Manager performs in a typical office setting with appropriate climate controls. Tasks will require a variety of physical activities, not generally involving muscular strain, such as walking, standing, stooping, sitting, and reaching. Continuous talking, hearing, and seeing are required in the normal course of performing the job. Common eye, hand, and finger dexterity is are required to perform essential functions. Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking, and creative problem solving. Periodic travel is required in the normal course of job performance.
