WHEDA is seeking a Systems Analyst to join our Information Technology department in our Madison facility.
SALARY: Hiring Range for this position is from $72,600 to 90,282 Annually. Offered Salary will be based on qualifications and internal pay equity. WHEDA provides a competitive salary and WHEDA employees participate in the State of Wisconsin benefit package which includes retirement, health insurance and deferred compensation programs.
POSITION OVERVIEW:
The position of Systems Analyst is responsible for ensuring WHEDA’s information technology capacity meets requirements of business units, ensuring they have the necessary and functioning systems and tools to operate efficiently and effectively.
ESSENTIAL DUTIES:
- Provides ongoing production support, including troubleshooting business system issues to resolution, working with the user and system vendor or application developer; supporting system configurations and workflows; and administering internal and external user access to systems.
- Provides project support as a system subject-matter-expert. Ensures follow-up on tasks assigned by the project manager and collaborates with the business analysts to drive project execution. Supports requirements gathering, leads systems and process analysis, and completes other technical tasks as needed. May act as a project manager.
- Partners with business unit teams to ensure they have the tools to operate efficiently and effectively. Identifies opportunities for improvements including system changes, system upgrades, and process improvements to maximize business value.
- Creates and updates reports as needed to support the business. Support external records requests within 24 hours.
- Creates and maintains test cases; provides testing support as part of a project’s system integration and user acceptance testing. Ensures systems are functioning as expected ongoing.
- Creates, maintains, and supports business unit and system workflows, flowcharts, and other necessary documentation.
- Provides systems training support on project implementation and changes. Act as a system’s technical subject matter expert to business and project teams.
- Performs or assists with other duties as assigned.
QUALIFICATIONS:
- Bachelor’s degree in engineering, Computer Science, Information Systems, or a related field AND 3 years performing systems and IT project support; OR equivalent combination of education and experience.
- Valid Driver’s License
KNOWLEDGE AND SKILLS:
- Problem solving skills and ability to work under pressure.
- Project management and system design principles.

- Process Improvement principles.
- Data analysis, including SQL and reporting tools.
- Technical documentation, including workflow charting, diagramming, and data visualizations.
- Development and execution of test plans.
- Strong customer service and interpersonal skills.
- Excellent verbal and written communication skills.
This position has a work schedule that will initially be 100% in-office. After training is complete, it is at the discretion of the direct manager when the employee may begin a hybrid work schedule.
