The Human Resources Manager provides human resource support and guidance to Department Heads, supervisors, and HR staff.

The intent of this job description is to provide a representative summary of the primary duties and responsibilities performed by incumbents in this position. The duties and responsibilities described are not a comprehensive list and may change with or without notice. Incumbents must be able to perform the essential function of the position with or without reasonable accommodation.Oversees the daily workflow of the Human Resources Department Advises, coaches, and collaborates with department heads and managers in succession planning, performance improvement planning, disciplinary functions, terminations, and other employee relations mattersIdentifies training needs; facilitates various HR training to support management, career development, and other initiatives Administers employee benefit programs, directly or through delegation to Human Resources staff; conducts new hire benefits orientationConducts employee exit interviews and analyzes data to identify and address trendsMonitors and ensures compliance with federal, state, and local employment laws and regulations and best practices; reviews and modifies policies and practices accordinglyProposes revisions and additions to County personnel policies and procedures; implements related changes in collaboration with the County Administrator upon approval by the Board of County CommissionersOversees directly or through delegation to Human Resources staff: Worker’s Compensation, Equal Employment Opportunity, Title VI, Affordable Care Act, Americans with Disabilities Act, and Family Medical Leave Act programs Responds to employee complaints, conducts internal investigations, and assists in conflict mediation; serves as the primary contact for employment-related legal actionMaintains confidentiality of non-public records and makes available all data and information deemed a public record by the North Dakota Century Code.
SUPPLEMENTAL INFORMATION
Compensation and Benefits: Salary for this position begins at $80,000.00/year and may vary depending on experience. Williams County provides generous benefits to full-time regular employees, paid sick and vacation leave, a fully paid health/dental/vision benefit plan for employees and dependents, term life insurance of $25,000, 100% contribution toward retirement benefits through the ND Public Employees Retirement System (employees are fully vested after 36 months), and 12 paid holidays each year. Rental housing may be available through Williams County.
