The Manager of Purchasing is responsible for directing the purchasing activities for Wind Creek Hospitality, which includes reviewing and researching vendors, performing financial calculations, negotiating terms and conditions for long-term contract agreements, modifications on current agreements and supervising all phases of purchasing activities. The Purchasing Manager acts as a purchasing agent on behalf of Wind Creek Hospitality based on the needs of the business and in accordance with the Internal Controls, Tribal policies and procedures, and Tribal Gaming Regulations. The incumbent ensures that all Purchasing functions effectively support the strategic direction and growth strategy of the business, as well as meeting the annual operating plan.

Duties And Responsibilities
- Manages and provides leadership for the Procurement team
- Develops strategies to secure the highest quality products and services at the most competitive prices
- Provides accurate, timely and the right level of information to management in order for them to make the correct decisions
- Works with an established vendor base and looks for opportunities to increase the vendor base as needed
- Conducts supplier visits, as necessary, to evaluate supplier’s capability, safety, and compatibility
- Works with business unit department heads to identify, evaluate and procure products that add strategic value to the company’s growth objectives
- Leads purchasing portion of annual budget process and quarterly budget reviews
- Provides leadership, guidance and direction in the professional development of direct and in-direct reports (Stratton Warren ordering system: PR/PO/BPO)
- Administers and modifies, as necessary, all supplier contracts and supply agreements
- Evaluates strategies based on changing market conditions and provide inputs during strategic sourcing activities, including internal and external analysis and negotiations
- Provides all properties with the best prices on purchased goods without sacrificing quality
- Maintains controls and standards to increase all department efficiencies
- Other duties and responsibilities as assigned
Job Requirements: (please ensure you meet the listed requirements prior to applying)
- High School diploma or GED required
- Bachelor’s Degree in business or related field and two (2) years of supervisory experience– required
- OR Four (4) years’ experience in a Management position– required
- OR Three (3) years’ experience in a Management position with Wind Creek Hospitality– required
- Six (6) years’ experience in purchasing in a hotel, food service, or casino/resort environment– required
- Five (5) years’ supervisory experience in purchasing in a hotel, food service, or casino resort environment-required
- Three (3) years’ experience with Stratton Warren purchasing systems– required
- Purchasing experience in a casino environment- preferred
- CPM, APP, CPP or APIC professional accreditation- preferred
- Experience with Microsoft Great Plains software- preferred
- Risk management skills required to drive innovative solutions and problem analysis and resolution
- Adhere to and enforce as required, all regulatory, departmental, and casino policies and standards
- Strong organizational and project management skills with the ability to handle multiple projects concurrently
- Extensive communication, negotiation, prioritization, and planning skills
- Ability to forecast requirements and plan for and meet operation needs as the situation arises
- Must have experience with Processes, Forecasting, Production/Inventory Planning and Scheduling, Vendor Managed Inventory (VMI)
- Ability to motivate, direct and communicate effectively with coworkers and subordinates
- Demonstrated ability to communicate, in English, effectively both verbally and in writing, and understand and carry out instructions furnished in written, oral, or diagram formats
- Ability to effectively and efficiently move around all work areas
- Must possess a high level of maturity, dependability, and punctuality
- Must be able to work independently and as part of a team
- Must be able to deal effectively with diverse departments and have flexibility to work in an ever-changing environment
- Must have proficient computer skills with MS Office products. A skills test may be administered
- Willing to work odd and irregular hours including nights, weekends, and holidays
- Willing to travel and participate in training as recommended or required
- Must have an Occupational License (or the ability to obtain and maintain a license) pursuant to the Illinois Gaming Act and remain in good standing with the Illinois Gaming Board as a requirement for this position.
