Overview / Responsibilities
Wood is currently recruiting for a Estimator VI to provide scheduling, planning and estimating support services to our valued clients (within the Downstream & Chemicals industry in Deer Park, TX to support operations in the Gulf Coast). The position has a broad scope therefore the successful candidate will be required to be based in the United States (no relocation assistance is provided) and must be in proximity to the Wood Office/client site in Deer Park, TX. This role may include travel to site construction locations within the region.
JOB OBJECTIVE
- Preparation, review, and submission of accurate estimates of how much it will cost to provide a client or potential client with services. This ensures accurate budgeting and planning can take place, supports the robust control of projects throughout their lifecycle to ensure the project can be delivered profitably.
- Responsible and accountable for the development of project estimates and ensuring they are prepared to the required level of detail and accuracy in accordance with contractual requirements and Wood policies, procedures, and standards.
- Guides and manages the project estimating team in terms of delegating work, reviewing the work output of the team where appropriate, providing guidance and support, and managing the development of the Estimating team members.
- Acts as focal point for all aspects of estimating support to the project/contract team and client, managing the communications interfaces essential for the delivery of the estimates. Responsible for ensuring systems, process, procedures, and standards are maintained.
- Accountable for identifying areas of best practice and driving continuous improvement within the Estimating team.
- Accountable for ensuring cost estimates are documented and auditable and that project estimating norms and estimating data is maintained and issued in a controlled manner.
- This role may be standalone or act as part of a team as determined by the requirements of the project/contract organization.
KEY ACCOUNTABILITIES & RESPONSIBILITIES
- Verify and approve the Basis of Estimate for project cost estimates for wider approval
- Develop, issue, and maintain project cost estimates in accordance with the Basis of Estimate including statements of work scope, assumptions, man-hour estimates, narratives, and review & comment of client documents
- Facilitate and chair the internal review of project cost estimates, ensuring updates are actioned and estimate approval is obtained as required
- Review and deliver estimates to Wood management and the client for approval
- Review and ensure updates to projects cost estimates are completed in a controlled manner
- Liaise with other Project Controls disciplines to ensure projects budgets and schedules are developed to reflect the structure and content of the approved project cost estimate
- Liaise with engineering, procurement, subcontract and construction functions to maintain awareness of the requirements and costs of labor, plant and equipment, materials, subcontracts, offices, IT, and other provisions, to ensure these are accurately reflected in the project cost estimate
- Accountable for the formal filing of project and proposal estimates, the collection of project historical data and the continuous update of estimating databases and norms in a controlled manner.
- Review and issue change orders in accordance with the appropriate change notifications
- May Review and communicate cost and schedule impact of change notifications
- Lead and participate in Project Controls Compliance and Continuous Improvement Reviews
- Play a key role in the mentoring and career development of Estimating personnel
- Ensure estimates are prepared in compliance with Wood processes, procedures, and guidelines
- Promote the use of standard estimating systems, procedures, and work methods
- Developing project specific estimate plans, schedules, and basis within the project team
- Supervising and managing a team in the development of conceptual, factored, semi-detailed, and detailed cost estimates
- Mentoring and coaching members of the estimating team to ensure their ongoing development
- Reviewing and evaluating vendor and subcontractor quotes
- Performing detailed quantitative, cost, and productivity analysis
- Plan, schedule, and lead the estimate review and presentation process
- Presentation of the estimate to Wood and Client management
- Maintenance and support of historical estimating databases, escalation indices, and productivity data
Accountable for ensuring:
- That prepared estimates meet Wood policy, processes, and standards
- The timeliness of estimates considering restrictions imposed by resource limitations and documentation provided by stakeholders
- That the Basis of Estimate is documented
- A record of approved estimates is maintained
- Current contract rates are reflected in estimates
- Current materials and fabrication prices are maintained to reflect the latest market conditions
- Contingency risk analysis is carried out as specified in Wood policy, processes, and standards
- Performance of projects is reviewed in terms of actual hours and quantities versus estimated hours and quantities with recommended changes to norms as required
- Scope and design development charge orders are correctly identified
- Change orders are tracked with correct submission and approval dates recorded

Skills / Qualifications
PERSON SPECIFICATION
Qualifications:
- Typically requires ISCED level 6 (Bachelors) Degree in a relevant technical or business discipline (or equivalent gained through relevant vocational training and/or industry experience)
Knowledge, skills, and experience:
- Typically requires a minimum of ten (10) years of progressive industry experience, with at least eight (8) years in estimating positions.
- Thorough knowledge of estimating techniques and systems with a detailed knowledge of how these are applied
- Excellent understanding of project management principles and techniques
- Excellent understanding of Cost Management, Change Control, Planning & Risk Analysis & Management
- Prior experience in a Senior Estimating role and managing a team.
