World Vision is hiring a Chief of Party to serve on its Health Team within the International Programs Group (IPG).
01 At a Glance:
Role: Chief of Party, CORE Group Polio Project

Reports to: Senior Director of Health Sector, Resource Development, IPG
Required experience: Bachelor's degree in related field required. Master's degree preferred. A minimum of 15 years of experience in the specified sector to include assessment, evaluation, and design of projects required.
Work Authorization: Must be authorized to work in the U.S.A. for any employer.
Travel: Up to 30% of time both in development and fragile contexts.
02 The Job:
For a significantly large grant, the Chief of Party will be responsible to ensure the successful implementation of the CORE Group Polio Project (CGPP), a multi-million dollar, multi-year, multi-country, multi-partner USAID grant funded project providing financial support and on-the-ground technical guidance to strengthen host country efforts to eradicate polio. The CGPP works to improve vaccine uptake for polio (and other vaccine-preventable diseases such as measles), conducts surveillance for infectious disease threats, and strengthens health systems. The CGPP operates with 11 international nongovernmental organizations (iNGOs) and 22 national and local NGOs in seven countries: India, Ethiopia, South Sudan, Nigeria, Kenya, Somalia, and Uganda.
The Chief of Party will provide technical oversight, administration, fiscal management, and grant and contract administration and management, assuring quality, impact and cost effectiveness of the project. S/He will provide overall leadership and strategic direction. Assemble and motivate, organize and collaborate with a team of local staff, long and short-term consultant advisors. S/He will work effectively with Deputy Director who serves as senior technical advisor for the project and lead/implement the project’s vision; supervise personnel; guide office operations, and liaise with donors, partners, and WVUS IPG. S/He will promote an atmosphere of trust and mutual respect.
Communicate World Vision's Christian ethos and demonstrate a quality of spiritual life that is an example to others. This is a key personnel role and requires donor approval.
03 Your Responsibilities Will Include:
- Manage all project personnel, activities, and performance; serve as lead representative to USAID, host-country officials, and all CGPP organizations. Oversee over the Global Health Security Agenda (GHSA) which is integral to the CGPP project and embrace research new funding opportunities to develop the CGPP and GHSA program agenda.
- Provide supervision, training and performance appraisals as required. Continues with established and maintain and improve effective project reporting, evaluation, and communication systems. Submit timely accurate, and professional program reports that meet donor requirements. Establish leadership and personal credibility and implement and maintain clearly understood chain of authority and accountability.
- Develop and maintain an adequate human resource plan consistent with WV policies, donor requirements (such as A-110, A-122, A-133, 22 CFR 211, etc.) and local laws. Manage grant/project budget within approved spending levels and ensure accurate and timely financial reports to donors and WVUS IPG headquarters staff.
- Ensure grant/project expenses are reasonable, allocable, prudent and spent in accordance with donor rules and regulations to ensure clean A-133 audits. Oversee multiple sub-grantees.
- Oversee property and equipment acquisition, disposition, and management in compliance with WV internal and donor requirements. Liaise with host government officials, local communities, and other organizations as appropriate. Evaluate program effectiveness and determine corrective action needed to improve goal achievement by participating in required meetings. Perform other duties as required by the project.
04 You Bring These Skills:
Minimum of 15 years of experience in leadership and management positions in global health and development, managing large and complex grants
Proven exceptional leadership in the design, management, implementation, monitoring and evaluation of similar-sized international donor-supported programs, with skills in strategic planning and thinking, management, supervision and budgeting, and experience managing complex activities involving coordination with multiple countries and program partner institutions.
05 Education and Experience:
Bachelor's degree in related field required. Master's degree preferred. A minimum of 15 years of experience in the specified sector to include assessment, evaluation, and design of projects required. Experience as a project director, chief of party or senior expert advisor required. Proven ability to manage technical assistance teams. Knowledge of and familiarity with USAID international assistance program requirements. Experience managing subgrants and contracts under grants for complex projects. Proven ability to manage all aspects of grant and contract administration, and technical assistance staff with a commitment to teamwork.
