Performs difficult skilled technical work interpreting, administering, and enforcing County, State, and Federal zoning regulations and ordinances; performing zoning studies and other administrative duties in support of the Department; and serving as staff liaison to the Wright County Board of Adjustments and Planning Commission. Work is performed under the general direction of the Planning & Zoning Administrator. Bachelor's degree in planning, urban and regional studies, or related field, and one year of experience in local government planning or community development, or equivalent combination of education and experience. Master's degree is preferred. A valid driver’s license or evidence of equivalent mobility is required upon hire.

Knowledge of reading, maintaining, and following legal descriptions, recorded documents, land titles; knowledge of local, State, and Federal laws regarding planning and land use regulation; knowledge of planning and zoning software; knowledge of County government work flows and processes; skill in the use of standard office equipment, including computers and software programs; verbal and written communication skills sufficient to effectively present information and respond to questions from a wide variety of audiences, compose/draft correspondence and reports, and exchange and/or convey complex concepts and information; reading comprehension skills sufficient to read and interpret surveys, topographical maps, land use and zoning maps, soils data and legal descriptions; interpersonal skills sufficient to exchange and/or convey information, receive work direction, and maintain effective working relationships; ability to create and update maps, including the use of GIS; ability to deal effectively with demanding/challenging individuals; ability to pay attention to detail and effectively organize time and anticipate, plan, and successfully respond to changing circumstances; ability to perform all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices; ability to communicate courteously and professionally while maintaining positive working relationships with others when carrying out all job functions.

- Interprets, administers, and enforces County, State, and Federal zoning regulations and ordinances.
- Serves as a Team Leader, assigning particular work to co-workers and providing training and work direction.
- Serves as primary contact for the general public regarding zoning questions or problems; provides information and assistance on planning-related matters regarding zoning, land use, municipal codes, and private and public projects; reviews development and building permits, plans, and proposals; meets with applicants and reviews applications for public hearings.
- Reviews, investigates, and recommends action on complaints regarding zoning violations; works with County Attorney on enforcement; conducts research; performs zoning and other studies; reviews ordinances; develops recommendations and presents reports and recommendations to the Zoning Administrator, County Board, Planning Commission and Board of Adjustment; conducts site inspections with the Planning Commission.
- Creates deed restrictions and administrative orders; reviews filed deeds; creates and updates maps with Geographic Information Systems software for use by staff and the general public; researches land title, ownerships, and legal descriptions.
- Serves as liaison to the Wright County Board of Adjustment (BOA) and Planning Commission (PC) regarding zoning questions or problems.
- Coordinates data management and access with the Planning & Zoning Department and with other County Departments; recommends policies and procedures for enhanced data collection and analysis capabilities.
- Aids in customer service and administrative duties such as composing correspondence and scheduling appointments.
- Performs other duties and activities as assigned.
