What are the responsibilities and job description for the Project Manager - Asset Management position at WSSC Water?
The Project Manager – Asset Management is responsible for managing the development of business cases for complex capital projects identified through the asset management plan (AMP) process.
Essential Functions
- Manages projects and initiatives in support of the development and implementation of the asset management program
- Assists network asset strategy managers in managing networks to support work programs determined by the division manager
Collaborates with various departments to assist network asset strategy managers in producing efficacious results of network strategies
Manages the development of business cases for potential capital projects identified in asset management plans for water treatment plant, wastewater treatment plant, communications, buildings and grounds, and buried assets
Coordinates and leads the consultant selection process to ensure consultants possess the requisite skills and experience
Prepares and finalizes the scope of work using the business case manual to ensure provision of data and information to WSSC Water to complete the business risk exposure (BRE) and benefit/cost assessments
Coordinates consultant efforts in determining life cycle costs (LCC), BRE assessment of alternatives, and confidence level rating (CLR) leading to development of the business case for individual projects
Assists in the development of the capital improvement and engineering support programs, as well as division and other budgets
Consults and works with team members from other internal organizations, including senior leadership, in the administration of consultant and architect/engineer (A/E) contracts and their associated procurement mechanisms
Reviews project technical, management, and budgetary plans and ensures project compliance with corporate policy and technical specifications
Gathers data and prepares diagnostic and prescriptive reports on significant team, group or institutional issues
Reviews, negotiates and finalizes contracts and change orders
Supports the development, implementation and updates to the asset management program processes and procedures, including tracking modifications, documenting approved changes, and updating asset management process and procedures
Other Functions
- Serves as Commission project representative equivalent to consultant’s or contractor’s project manager
- Participates on project teams of others, including management review, reengineering, and policy groups
Reviews and approves monthly and final payments for A/Es, contractors, and vendors
Performs other related duties as assigned
Work Environment And Physical Demands
Business casual office environment with occasional field visits.
Required Knowledge, Skills, And Abilities
- Working knowledge of the principles and practices of asset management
- Comprehensive knowledge of the wastewater/water industry, including wastewater/water core business processes
- Strong leadership and project management skills to form and maintain cohesive teams
- Ability to create, prepare and effectively present technical and administrative reports, both verbally and in writing
Demonstrated ability in team building, group leadership, project management, and verbal and written communication skills
Minimum Education, Experience Requirements
- Bachelor’s degree
- 5 years of experience in the practice of project management
OR
- High School diploma or equivalent
- 9 years of progressively responsible experience in the practice of project management
