What are the responsibilities and job description for the Clinical Director position at YMCA of Central Ohio?
- Provides clinical oversight and supervision for all programs and partnerships.
- Provide leadership to Services & Case Management teams. Conduct meetings and training to ensure program compliance and to enhance staff skills.
- Establishes and maintains connections with appropriate private and public agencies.
- Collects and reports program data, including but not limited to Medicaid billing, Homeless Management Information System (HMIS) reporting and funders' required data.
- Maintains an in-depth knowledge of Commission on Accreditation of Rehabilitation Facilities (CARF) and funder requirements, including Homeless Crisis Response System Policies & Procedures (HCRP) and Program, Review & Certification (PR&C) updates and standards
- Works closely with HMIS/Quality Assurance (QA) teams to prepare for all internal and external program audits
- Handles difficult crises that require advanced clinical training; participate in program appeals and grievances as needed.
- Acts as point person for significant guest mental health concerns. This may include any necessary linkage or referral such as probate screenings, wellness checks, etc.
- Attends and participates in program, agency and community meetings and trainings as needed or to represent the YMCA and Shelter Services programs.
- Provides direct service to clients including triage, assessment, crisis intervention and advocacy as needed.
- Utilizes productivity reports to monitor client activity and overall program progress.
- Works closely with all departments to best meet the needs of shelter guests.
- Monitors all in-house databases ensuring timely and correct data input.
- Participates and leads case reviews.
- Participates in operations meetings, other program/association meetings/trainings and community meetings.
- Reviews file documentation and performs follow-up to determine the quantity and quality of services provided to the clients and status of individual cases.
- Conducts periodic audits of case manager files to ensure accuracy and quality of files.
- Identifies areas of program improvement, creates work instructions and works with staff to encourage positive program updates.
- Participate in the maintenance and development of policy/procedures for CARF accreditation.
- Acts as a member of the Shelter/Housing Leadership Team and functions in a Director on Call capacity.
SUPERVISORY RESPONSIBILITIES:
- Provides clinical oversight to each department.
- Directly supervises a Services/Case Management Leadership team of 8-10 full-time employees.
- Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
- Responsibilities include interviewing, hiring, training and coaching employees; planning, assigning, and directing work; addressing complaints and resolving problems.
- Must possess a working knowledge of Housing First best practices, crisis intervention, working with individuals experiencing homelessness, human services, community outreach and skills in guest assessment and referral
- Strong written and verbal communication skills
- Strong proficiency in Microsoft Office and Google Workspace
- Strong leadership skills
- Training requirements: YMCA Team Leader certification; if not certified, must obtain certification within 12 months
Team leader certification requires: Principles and Practices; Introduction to Volunteerism; Introduction to Leading Others; Introduction to Fiscal Management; Leadership competency assessment; Team Leader Certification Test.
Immediately upon hire: American Red Cross First Aid and CPR certifications
Within 1 year of hire (and every 2 years thereafter): Non-violent crisis intervention, community resources, cultural competency, child and elder abuse, ethics mental health/substance abuse, motivational interviewing, and evacuation procedures.
Within first 3 months of hire, obtain CSP Administrator license.

The Clinical Director is responsible for the management and quality assurance of all services provided to clients within all shelter programs. To ensure the highest quality of care, the Clinical Director will provide clinical oversight to case management teams to deliver evidence based, person-centered and strength-based programming based on the principles of Housing First, Harm Reduction, Motivational Interviewing, Trauma Informed Care, and Progressive Engagement. This position works with mental health providers, community agencies, social services, and other partners to ensure clients receive services leading to positive outcomes and personal well-being.
