POSITION SUMMARY: The Director will work with the Community Fund Board, Board of Doyuti T’uhkama, and Tribal Council to develop a long-term agenda and strategic plan for the Tribe’s philanthropic endeavors. This will include the oversight and implementation of both the Community Fund and Doyuti T’uhkama, the Tribe’s Compact Credit program. Also, in coordination with other Yocha Dehe staff and consultants, the Director will explore, identify and recommend projects, programs and initiatives that could be funded, in all or part, with support from one, or both, of the Yocha Dehe Giving Program. The Director will also play a key role in forming partnerships with tribes, foundations, local, state and national organizations to address areas of common interest in order to bring about positive change in accordance with the Board’s core values and giving categories.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

· Review and direct all incoming requests for funding to either Community Fund or Doyuti T’uhkama review, guided by established criteria developed by Tribal Leadership.

· Work with the Chief Financial Officer, Chief Investment Officer, Attorney General, Director of Public Affairs, tribal departments and consultants to identify community development needs within the Capay Valley, surrounding communities and beyond.

· Work with Chief Financial Officer, Attorney General and Director of Public Affairs to appropriately identify the re-allocation of funding within the parameters of the Tribe’s agreement with the State of California.

· Review and evaluate all third-party requests for funding and provides recommendations to the Board(s) and the Tribal Council as to whether such requests deserve investigation and consideration.

· Engage with other government entities and stakeholders, and works with tribal departments and consultants, to provide the Tribal Council with analysis of potential initiatives, projects and causes to be considered, and provide strategic recommendations to address as appropriate.

· Manage complex planning studies, development applications, grant-funding options, and review external opportunities.

· Monitor funded program/project budgets and verify expenditures and compliance with any applied conditions imposed by Yocha Dehe Giving Leadership.

· Participates in local government and community activities involving projects, initiatives or causes subject to Compact Credits.

· Research and analyze applicants’ organizational history and track record.

· Convene and coordinate meetings advancing the Community Fund and Doyuti T’uhkama goals and initiatives.

· Work closely with the Communications Department to develop quality materials and to implement a communications plan.

· Develop briefing documents, reports, talking points, testimony and other relevant documents needed by Tribal leadership and staff in connection with Doyuti T’uhkama or Community Fund initiatives.

· Coordinate monthly Board meetings; provide and facilitate Board training on philanthropy.

· Responsible for providing current and prospective grant recipients with information regarding Community Fund or Doyuti T’uhkama’s program and guidelines.

· Ensure that Doyuti T’uhkama and Community Fund meet stated and expected goals, requirements and objectives.

· Manages and oversees the Yocha Dehe Giving Online Application System; maintains grant recipient profiles and relative data, historic and current.

· Responsible for evaluating grant proposals; analyzing requests and providing recommendations on every funding proposal.

· Responsible for guiding and ensuring completion of both the Community Fund & Doyuti T’uhkama internal giving and award processes.

· Manage giving budgets and monitor expenditures, reporting financial overview to Tribal leaders at monthly meetings.

· Attend meetings, events and conferences with Board Members; coordinates Board attendance at community events, as necessary and conduct site visits.

· Manage yearly giving events and attends other functions as needed and prepares progress reports for the Board(s) and the Tribal Council as needed.

· Prepare an annual report on the Community Fund’s and Doyuti T’uhkama’s activities and prepares annual budget for the Giving Program and submit to the Board(s) for approval.

· Actively ensure compliance and best practices relative to IRS and other regulatory guidelines.

· Perform other duties as assigned.

REQUIRED KNOWLEDGE AND EXPERIENCE:

Qualifications

The requirements listed below are representative of the knowledge, skill and/or ability required.

· Experience working with native organizations, tribes, communities, governments, preferred.

· Strong budgeting and financial skills are essential.

· Experience with planning, grant administration, reporting, and serving as grants manager or program manager.

· Knowledge of the philosophies, principles, practices and techniques of economic development and/or land use planning.

· Must understand grant-maker/grantee relationships and dynamics.

· Possess strong knowledge of issues among and within native communities, preferred.

· Possess extensive and successful experience in the non-profit field and be thoroughly knowledgeable of the fundraising process.

· Knowledge of development/ fundraising strategies and managing complex initiatives.

· Skilled at conducting personal interviews with grant applicants and designated representatives.

· Experience managing and developing strategic relationships within local communities.

· Experience with current measurement and grant evaluation methodologies.

· Must understand the key differences among varied non-profit organizations and permissible activities, such as 501(c) (3).

· Familiarity with IRS and government guidelines for giving money to various organizations.

· Outstanding organizational skills and ability to manage multiple tasks simultaneously.

· Exceptional interpersonal skills with an ability to work collaboratively with all levels of the organization and community representatives.

Supervisory Responsibilities

This position has supervisory requirements.

Education and/or Experience

Bachelor’s Degree in a Communications, Marketing/Public Relations, Public/Business Administration, and/or related field, advanced degree is preferred. Five years of experience at the executive level, some of which must be in philanthropy. Six to eight years of professional planning and development experience at the tribal, local, state or federal levels, with some experience working in or with local governments. Prior experience with philanthropy impacting native communities, preferred.

Communication and Comprehension Skills

Ability to read, analyze, and interpret submitted reports, communications, professional journals, technical procedures, or governmental regulations. Skilled in writing reports, business correspondence, policies and procedure manuals. Proficient at effectively presenting information and responding to questions from Tribal Leadership, Board members, business colleagues, funded partners and the general public. Proven skills in developing and presenting Board-Level briefings and other presentations. Creative problem-solving skills to gather relevant information to solve less well-defined planning and community development problems.

Computer Skills

Must be proficient in Microsoft Office applications with the ability to use word processing, multimedia, email, spreadsheets, publishing/design software, especially Windows, Access, Excel, Word, Outlook, Adobe Design Suite, Adobe Photoshop, and Adobe Illustrator. Ability to design and produce annual reports, PowerPoint presentations, invitations, communications and other graphic products.

Mathematical Skills

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

Analytical Skills

Must have strong attention to detail and the ability to perform multiple tasks accurately and efficiently under time constraints with minimal supervisor. Ability to read and analyze complex land use, community development, physical, social, and economic issues. Also requires ability to analyze and understand laws, regulations and ordinances.

Certificates, Licenses, Registrations

Individuals must be able to successfully pass the Tribal Gaming Agency (TGA) Background Check. Must possess a valid driver’s license, and maintain a driving record that is satisfactory to the Tribe’s insurance carrier.

Additional Conditions of Employment
Must recognize and maintain confidentiality and ensure security of sensitive Tribal Council matters and actions. Must be able to work with diverse population and with cultural sensitivity. Must be willing to sign the Tribe’s Non-Disclosure, Non-Disparagement and Confidentiality Agreement.
