Description

The County of Yolo is recruiting for one regular, full-time position in the class of Geographic Information Systems Analyst in the GIS Division at the Innovation and Technology Services Department (ITSD). The department is seeking an experienced GIS Analyst to support all county departments in a broad range of areas including creating spatial data, performing analysis, creating web applications, configuring mobile applications, and automating repetitive tasks. The ideal candidate for this position will possess the following characteristics and skills:

The salary range for the Geographic Information Systems Analyst I/II classification levels are as follows:
Geographic Information Systems Analyst I: $71,100 - $86,423 Annually
Geographic Information Systems Analyst II: $78,210 - $95,065 Annually

Essential Functions

Employment Standards

Geographic Information Systems Analyst I
Education: A Bachelor's Degree from an accredited college or university with major course work in geographic information systems, cartography, computer science, geography, planning, civil engineering, or closely related field; AND

Experience: One (1) year of full-time experience equivalent to that of a Geographic Information Systems Specialist II in Yolo County service performing GIS programming and/or database development support work in an automated mapping environment.

Geographic Information Systems Analyst II
Education: A Bachelor's Degree from an accredited college or university with major course work in geographic information systems, cartography, computer science, geography, planning, civil engineering, or closely related field; AND

Experience: Two (2) years of professional level full-time experience equivalent to that of a Geographic Information Systems Analyst I in Yolo County service performing GIS systems analysis, design and maintenance, spatial database analysis and design, or applications development and programming in an automated mapping environment.

Geographic Information Systems Analyst I and II
Substitution: Additional qualifying experience may substitute for the education on a year-for-year basis. One year of education consists of 30 semester units or 45 quarter units.

License: This classification requires incumbents to possess and maintain a valid California driver's license, Class C or higher, to carry out job related duties. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.

Knowledge of:

  • Modern automated and mapping tools and programs and related programming language
  • Principles and practices of geographic information systems, cartography, and engineering drafting, including map projections and scales
  • Relational database management systems and principles
  • Data maintenance and conversion techniques
  • Complex GIS analysis techniques
  • Principles and techniques of software and systems quality assurance and control
  • Principles and practices of technical problem solving
  • Team dynamics
  • Principles, practices and techniques of providing customer service
  • Principles and practices of project management and workflow analysis
  • Principles and practices of producing effective project and technical documentation
  • Practices of effective communication of technical issues to user and client community
  • Pertinent local, County, State and Federal statutes, laws, ordinances and rules as they apply mapping requirements
Ability to:
  • Maintain GIS standards

RETIREMENT

Were you hired into a CalPERS or other public agency reciprocal system for the first time on or before January 1, 2013? If so, you most likely have "Classic" member status. Classic members of CalPERS (or CalPERS reciprocal) agencies who come to work for Yolo County will remain Classic members!

"Classic" member CalPERS retirement formulas are:

Misc: 2.5% at 55
Safety: 3.0% at 55
Deputy Sheriff Safety: 3.0% at 50

"New" member CalPERS retirement formulas (for employees hired into a CalPERS agency for the first time after January 1, 2013) are:

Misc: 2% @ 62
Safety: 2.7% @ 57
