JOB TYPE: Full - Time
JOB SCHEDULE: 35 hour workweek; evenings and weekends as needed
EXEMPTION STATUS: Exempt
SALARY: $75,000
PRIMARY FUNCTION(S): Responsible for administration of Youth Emergency Service and all of its programs.
DUTIES & RESPONSIBILITIES:
Administrative Aspects:
Administration of program service and operation includes hiring, coaching and discharging of staff.
- Develop program service delivery patterns in accordance with PA DHS 3800 regulations, Philadelphia DHS program requirements and in compliance with all funding entities.
- Develop and implement program service policies and procedures.
- Oversee the management of staff assignments to ensure coverage follows 3800 Regulations.
- Direct and supervise direct reports through regularly scheduled supervision, feedback, scheduled team meetings and performance evaluation.
- Monitor all shelter programs and ensure operation within budget.
- Monitor funding and resources, and prepare necessary reports.
- Conduct and lead program staff meetings.
- Participate in administrative meetings and those required by funders and licensing bodies.
- Perform various tasks that enhance the operation of assigned services.
- Participate in and promote quality program operation.
Service Delivery Aspects:
Oversee client intake flow, including completion of intake process.
- Collaborate with other internal services and external Agencies.
- Supervise Service Coordinators responsible for case management, communication with all stakeholders and compliance with documentation and file requirements.
- Assess the methods of practice and identify training and in-service needs.
- Availability to cover direct social work service delivery in the event of a planned or unplanned absence.
QUALIFICATION(S) (including any credentials, education, experience, and health requirements):
- Masters degree in Social Work or related field from an accredited college or university is preferred. Candidates with a Bachelors’s degree and 4 years work experience in direct service or administration related to human services will be considered. Previous experience in 3800 programs and all licensing requirements is essential.
- At least five years of Supervisory experience in child welfare or family services.
- Must have experience with implementing, directing, and organizing Trauma Informed Programming.
- Acceptable Criminal Record Check, Child Abuse Clearance, FBI Clearance and a health assessment with TB screening.
- Valid driver’s license (a personal vehicle is NOT required for this position)
- Documentation of being fully vaccinated against COVID-19
KNOWLEDGE, SKILLS, & ABILITIES:
- Has proven knowledge and compliance experience with PA DHS 3800 regulations.
- Knowledge of all applicable federal, state, local regulations.
- Demonstrated management skills in hiring, training, supervising, evaluating and when necessary, terminating employees.
- Computer and database literate with knowledge of Microsoft Office 365 software applications.
- Effective written and verbal communications skills.
- Solid organization and planning skills
- Excellent follow-through skills and strong attention to detail.
- Must provide exceptional leadership to staff and volunteers.
- Must confidently use superior judgment and discretion while working independently
- Ability to prioritize with strong problem-solving skills and flexibility.

PHYSICAL DEMANDS & WORK ENVIRONMENT:
The offices and operations of a youth shelter can be high stress and very busy at times. The schedule varies and may require weekend or evening hours to complete the job and may include working some holidays, depending on shelter needs. This position must be present on site to ensure that staff are always properly performing duties. Candidate must be flexible with schedule changes and short notice overtime requests. On occasion may assist in emergencies with clients. This position requires a great deal of standing, walking, sitting, kneeling, crouching and general mobility. It may include lifting, carrying, and pushing of supplies. While performing this job, it will regularly be required to use hands and arms to reach, grasp, and hold supplies and other tools; to talk and speak effectively to clients and co-workers. Work can occur in an office setting, on the grounds of the facility, and/or off-site.
