ABOUT OVER-18 HOUSING PROGRAMS : Our pre-housing, transitional and independent living housing programs serve young adults ages 18-24 in assisting them in pursing education and trainings to help them transition to safe independent living.

POSITION SUMMARY: This position is embedded in YouthCare’s STEPS Program. Under the supervision of the Associate Director of Community Based Housing Services, the STEPS Program Manager will manage the operations of YouthCare’s pre-housing program STEPS. Management of the program includes hiring & supervision of the engagement specialist supervisor, providing onsite and one-on-one supervision of staff, crisis intervention, participating in meetings, record keeping, and reporting, and implementation of programming in accordance with YouthCare and funding source procedures, rules, and guidelines. Must have strong management and organizational skills as well as the ability to be flexible while maintaining a safe environment.

ESSENTIAL RESPONSIBILITIES:
- Provide overall supervision, coordination, and scheduling for the Transitional Living Program houses; hire, train, develop and supervise of Site Program Management. As necessary, provide on-site supervision of young people, including crisis intervention as necessary.
- Work collaboratively with other agency programs in an effort to ensure best services for each young person. Maintain maximum occupancy in each program.
- Manage program budgets for compliance and appropriateness of fund use. Ensure appropriate staff allocations each pay period.
- Manage and approve timecards for all direct reports.
- Work collaboratively with program staff and agency leadership to foster an environment of equitable services and affirming youth living spaces.
- Maintain the referral, screening and placement process for the group homes. Collaborate on the implementation of All Home/Coordinated Entry in the homeless youth system. Work collaboratively with other programs, departments, and agencies in an effort to place young people in long-term housing.
- Oversee program case management services; regularly review case files and case manager data entry to ensure compliance with agency and funder guidelines. Ensure program fees are accurate and collected on a timely basis.
- Monitor compliance with agency/program regulations and contract expectations. Ensure that all funding source performance standards are met and reported on. Participate in the development and managing of program budgets. Ensure that program operates within budgetary guidelines.
- Responsible for monthly, quarterly and annual funding reports in an accurate, thorough, and timely manner, including RHYMIS and WBARS data entry for program sites. Ensure all client-related data is both current and accurate in YouthCare’s client management system CaseWorthy.
- Conduct and provide feedback on Performance Evaluations for all direct reports.
- Develop linkages with other agencies serving young people.
- Ensure facility maintenance and cleanliness meets health and safety codes. Coordinate with YouthCare’s maintenance department for the proper upkeep of the programs as needed.
- Collaborate and provide leadership for young people advocacy, public policy and community relations efforts and related issues pertaining to young people experiencing homelessness .
- Responsible for taking call as needed and required to answer and respond to emergency program calls and provide on-site coverage as needed.
- Collaborate and support the alignment of Pre-housing Programs to align with accreditation practices .
- Act as a professional representative of YouthCare
SUPERVISORY RESPONSIBILITIES:
- Participate in the hiring, training, supervising, and professional development of staff. Ensuring clear understanding of role requirements and obligations.
- Provide consultation for all YouthCare Team members including Program Managers and direct service staff. Directly responsible for delivering services and supports across all YouthCare and partner agency sites.
- Provide supervision and support to college-level interns and practicum students; including partnering with educational institution in attending training as required.
- Set solid, attainable goals and hold performance reviews against these goals, encouraging learning and educational opportunities, both professionally and personally.
- Complete performance reviews for all direct reports in a timely manner.
- Manage and approve timecards for all direct reports.
- Actively display and model best practices of youth engagement for team members.
- Delegate tasks and follow up on completion.

QUALIFICATIONS –
MINIMUM REQUIREMENTS:
- 4 or more years of experience successfully managing staff in an outreach, shelter or housing setting that serves vulnerable young people or young adults in a crisis.
- 4 or more years’ experience working with young people experiencing homelessness and runaway young people.
- Must be able to respond in person and address emergent and safety concerns within a reasonable amount of time 24 hours a day.
- Bachelor’s Degree or experience may be substituted for education on a year for year basis.
- Experience and credentials must comply with program contractual requirements, including but not limited to the Washington State Department of Children, Youth, and Families (DCYF) background clearance process
- Must be at least 21 years of age.
PREFERRED REQUIREMENTS:
- Master’s degree in related field.
- Course work, experience, or training in child or human development, chemical dependency, mental illness, group dynamics, residential treatment, or related experience highly preferred.
CONDITIONS OF EMPLOYMENT:
- Must be able to provide I-9 supporting documentation for employment.
- Ability to provide a negative TB Test (results must be within one-year of hire date).
- DCYF Clearance must be maintained for entirety of employment when working with under-18 clients.
- Employees who drive YouthCare vehicles as a requirement for their position , must be at least 21 years of old, possess a valid Washington State Driver’s License, meet minimum safe driver criteria established by the agency and our insurance company which includes completion of Defensive Driving and 15-passenger Van trainings. Drivers under the age of 25 must have been licensed for at least 3-years and those operating vehicles with a capacity of 15 or more passengers must be at least 25 years old.
- Ability to obtain a current Food Handler’s Card
- Successful completion of pre-service trainings as required by contracting agencies. Trainings such as CPR & First Aid (Adult/Child), Bloodborne Pathogens, and Behavior Management.

- Ability to verbally and physically respond to an aggressive person in ways that de-escalate, establish and maintain staff and young peoples’ safety.
- May be required to assume responsibilities or duties within the agency not specifically delineated in this job description for short periods of time or on an infrequent basis.
