JOB SUMMARY:
Under general supervision, coordinates and administers assigned areas of the Child Care Services program to assure quality child care services delivery in six counties of the Upper Rio Grande Valley. Assigned areas at this time include all fiscal operations, automated systems and special projects.
- Regular attendance at Employer’s place of business and/or during particular hours, as assigned, is an essential function of this position. Employee must comply with and follow YWCA’s attendance policy at all times, unless a reasonable accommodation is requested and granted, as required by law.
- Coordinates, analyzes and implements initiatives within the CCS Division as assigned by the CCS Administrator.
- Works with the CCS administrator to develop, administer and implement CCS-related procedures and TWC URGWDB and YWCA Board approved policies and objectives. Prepares and monitors budget and expenditures for the assigned departments.
- Works with the CCS Administrator in preparation of all reports needed by the Local Workforce Board, TWC and the YWCA Board of Directors.
- Coordinates all communications within the CCS departments and with the CCS Administrator.
- Is responsible for quality customer service to all the various constituencies within the CCS.
- Works with and provides appropriate information to all program monitors.
- Assist the CCS Administrator in Coordinating and implementing media and communication endeavors with Business Development Administrator to promote public awareness and encourage program support.
- Assures that objectives set by Administrator are achieved.
- Assists Administrator in researching, writing and submitting proposals to attain and deliver additional services provided by the WSB (When Applicable).
- Assists in preparation of annual budget and purchases of appropriate material/equipment.
- Reviews and reports on financial performance monthly, recommending corrective action if needed.
- Assists in presenting to community partners and the WSB regarding program performance and outcomes.
- Makes recommendations to enhance CCS operations, training curriculum, staffing patterns or professional development and ensures implementation of approved revisions.
- Assumes decision making authority for assigned program in the absence of the CCS Administrator.
- Performs duties of assigned direct reports as needed to ensure quality, safety, compliance, development, or integrity of program.
- Visits assigned sites continually to monitor and document compliance, address issues, answer questions, train staff, implement new or changed components, and provide visibility to staff and participants.
- Assist the CCS Administrator in Coordinating and implementing media and communication endeavors with Business Development Administrator to promote public awareness and encourage program support.
- Conducts and attends training and meetings as required.
- Communicates all problems and questions to CCS Administrator.
- Complies with all federal, state, and local regulations.
JOB QUALIFICATIONS:
- Bachelor’s degree in Public Administration field. Master’s degree in related field preferred.
- Over two (2) years’ experience; or any equivalent combination of experience and training that provides the required knowledge, skills, and abilities preferred.
- Knowledge of and experience with developing and administering budgets and writing contracts and grants desired.
- Must be a self-starter, have creative energy, and be enthusiastic.
- Knowledge of math and statistics, budget responsibility and ability to direct a large staff required.
- Love of serving families, patience, stamina and flexibility required.
- Must be able to work other than regular scheduled hours.
- Must be able to establish and maintain a positive community image.

- Must have access to vehicle and possess valid driver’s license and sufficient liability insurance.
