Zachary Piper Solutions is currently searching for a Program Manager to lead a federal agency's project to provide data protection. monitoring, and insider threat (InT) mitigation support.


The PgM shall be responsible for providing overall project management for this task order. The PgM will develop, review, and approve plans, schedules, and other program documents as well as prepare and provide various reports and technical reviews to the customer as requested. The PgM will ensure compliance with relevant corporate and client policies and standards. 


The PgM will ensure technical personnel adhere to contractual requirements and performance objectives. In addition to task order management, the PgM will provide accurate and actionable task order data and information in the performance of work identified herein. This includes staffing of task order personnel in accordance with requirements, accurate delivery of invoices for each service delivery period, and information concerning work scheduled, planned, and performed.


The PgM will provide information reporting for all channels of communications, including briefings, status reports, emails, management plans, and other deliverables. Information that may be required includes intermittent data calls related to staffing, project or task area performance, funding, and office of the CIO strategic planning, and for services provided in support of routine operations. Information provided must be accurate and applicable and relevant to the specific time parameters defined by the data call.


The PgM will establish and oversee a quality control program and will inspect and control quality and assure the reliability, accuracy, and quality of deliverables, work products, reports, policies, procedures, and documents that are delivered and maintained.


Job Duties: Responsibilities include but are not limited to:

 

      Organize, plan, schedule, implement, control, analyze, and report on all elements of the contract.

      Take responsibility for the cost, schedule, and technical performance of the program.

      Create plans and processes required to meet all performance, schedule, quality, cost, and security requirements, and coordinate resolution of scope and schedule disputes.

      Ensure qualified personnel are obtained and retained to support all task areas within the contract.

      Ensure all Government-furnished equipment (GFE) provided to the team in support of this work is promptly returned to Gov Agency if/when personnel are removed from the contract.

      Present the status of contract activities, requirements, and problems during program reviews and in response to requests from the Government.

      Plan and provide program reviews and briefings; identify and report on issues or related problems and potential risks.

      Establish and monitor a quality control program to ensure all work products and deliverables submitted to the Government are accurate, free of errors or defects.

      Ensure contractor tasks are completed within the deadlines and tasking guidance from the Government is clearly communicated to and understood by the team; resolve personnel issues pre-emptively.

      Gather feedback on customer satisfaction and service performance to foster continual improvement; consult with the Government stakeholders for problem resolution, task scheduling, training, and task clarification.

      Work independently, engage with required stakeholders, and execute an end-to-end plan to achieve operational efficiencies within the program.

      Work closely with technical leads and technical team members to develop an approach, schedule, risks, and staffing requirements to successfully implement the objectives; communicate risks, issues, concerns to the Government as necessary to ensure completion of objectives.

      Use Enterprise Agile Planning Tool(s) and the team’s Kanban board to track and report status of projects, work products, and deliverables.

      Contribute to the development, drafting, and maintenance of draft organizational policies, trainings, and educational campaigns related to insider risk and insider threats; submit draft policies, trainings, and educational campaigns to the Government stakeholders for approval and implementation.

      Support insider threat risk assessments and provide expertise in determining risk mitigation priorities.

 

Required Qualifications:

 

·       Bachelor’s degree from an accredited institution in IT, computer science, information systems management, cybersecurity, or related field.

·       A minimum of seven years of experience in leading a cybersecurity program and performing project management duties in an IT environment consisting of On-Premises, Hybrid, or Cloud-based information systems. (Candidates who possess a master’s degree from an accredited institution in information technology, information assurance, information systems management, cybersecurity or related field can substitute education for two years of experience to reduce this experience requirement to five years of specialized experience.)


·       Candidates must possess at least two of the following certifications. All certifications must be current and active at the time the individual is on-boarded to support the contract. Certifications obtained by personnel to satisfy these requirements must remain active throughout the Period of Performance:

o  Certified Information Systems Security Professional (CISSP)

o  Program Management Professional (PgMP)

o  Project Management Professional (PMP)

o  Agile Certified Practitioner (PMI-ACP)

o  GIAC Certified Project Manager (GCPM)

o  GIAC Information Security Professional (GISP)

o  GIAC Security Leadership Certification (GSLC)


·       Experience defining, designing, and implementing a new cybersecurity data protection, monitoring, and Insider Threat Mitigation Support Team within an existing network; preferably a Federal customer.

·       Proficient in communication skills (both written and oral) and at building and sustaining relationships needed to achieve strategic objectives.

·       Skilled in developing presentations and reports and has significant experience interacting with C-level executives.

·       Ability to deliver innovative solutions that align with organizational strategies, goals, and objectives.

·       Knowledge and application of organizational process improvement concepts and capability maturity models (e.g., Capability Maturity Model Integration (CMMI), Cybersecurity Maturity Model Certification (CMMC) framework, etc.).

·       Leading and coordinating projects, plans, or activities with various stakeholders in order to deliver products and services.

·       Ability to adapt to new or emerging requirements and develop tailored solutions based upon unique organizational needs.

·       Demonstrable skill in performing requirements analysis, creating strategic goals and objectives, and developing resource management plans to delivering projects and services.

·       Experience evaluating new and emerging IT and cybersecurity technologies.

·       Pursuant to a government contract, this specific position requires U.S. Citizenship

·       Must have current Suitability determination for Public Trust eligibility day one and prior to entry on duty.
