    • Administers a diverse array of single-family housing programs designed to make safe, affordable homes available to underserved communities and rural populations throughout an assigned, typically large geographic area.
    • Develops and conducts training tailored to each group to ensure that frequent changes in Single Family Housing policies, procedures, information technology, etc., are effectively communicated and program delivery remains seamless.
    • Reviews loan applications for completeness and conformance with all RD requirements.
    • Analyzes and inputs data into appropriate automated database systems; analyzes financial and credit data documents to make sound eligibility, feasibility, on program applications.

    Qualifications

    Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

    For GS-09 Specialized Experience: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-07; or its non-Federal equivalent that demonstrates: knowledge and understanding of mortgage loan making/servicing and credit principles and practices in order to assess the fundamental soundness of single family housing loans and to independently examine applications, supporting documents, and credit reports, and maintain servicing activities on small mortgage loans. Basic understanding of non-profit organizations and the applications for the mutual self-help rehabilitation and construction programs. Experience may have been gained in work equivalent to furnishing information to borrowers and applicants on loan programs, eligibility requirements, financial and credit requirements; analyzing information provided by loan applicants, determining eligibility for mortgage loans, and making loan recommendations to a senior employee; and participating in providing credit counseling to all borrowers and debt adjustment services OR Masters or equivalent graduate degree in a related field, OR 2 full years of progressively higher level graduate education leading to such a degree, or LLB or J.D., if related OR a combination of education as described and specialized experience.

    Qualifying Undergraduate and Graduate Education: Major study - finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operation, statistics, or other related field related to the position, such as agriculture, agriculture economics, farm livestock and ranch management, or rural sociology.

This position requires a favorable credit check as part of the background investigation.

    Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of two or three categories: Best Qualified, Well Qualified, or Qualified. Category placement will be determined based on applicants' quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:

    • Knowledge of single family housing loan making requirements
    • Knowledge of single family housing servicing requirements such as credit counseling, security servicing, debt adjustment, inventory property, or other servicing requirements
