    Job Description

    JOB SUMMARY

    Accountant III manages and maintains accounting, financial, and budget records. The class is responsible for performing advanced professional-level accounting work involving the research, analysis, and compliance of accounting, financial, and budget transactions and the reporting of municipal finances. The position provides technical guidance to City departments and Finance Department professional staff regarding applying and interpreting Generally Accepted Accounting Principles. May exercise functional or technical supervisory or leadership roles over other assigned staff. The class works within a general outline of work to be performed and develops work methods and sequences under general supervision.

    KEY FUNCTIONS/KNOWLEDGE/SKILLS:

    • Management skills: extensive knowledge of a particular subject matter that allows the employee to make decisions and to recognize and solve problems without research.
    • Assists in preparing the City’s Comprehensive Annual Financial Report, Annual Budget Report, and Single Audit Report.
    • Prepares monthly, quarterly, and annual financial statements and budgetary reports to include performance variance analysis in those reports.
    • Informs management on matters of importance that could impact the quality of work and compliance with GAAP/GASB and City policies and procedures.
    • Prepares financial status reports and grants close-out reports to the grantor agencies.
    • Maintains accounting and budgetary system to provide control of expenditures and maintains an internal reporting system.
    • Review contracts, budgets, purchase orders, periodic cost summaries, invoices, and vouchers for compliance with statutory provisions; review and submit these for payment.
    • Prepares and assists external auditors in preparing Prepared by Client requirements for the annual audit.
    • Consults with and advises other City departments on recording transactions and fiscal records and instructs employees on technical accounting problems and the interpretation and application of rules, regulations, and accounting problems to ensure compliance with GAAP, GASB, and other regulatory requirements.
    • Prepares forecasts and analyzes trends.
    • Recognizes, resolves, and responds to issues based on applying previous experience and appropriate judgment.
    • Knowledge of governmental accounting principles and practices, including GAAP guidelines and GASB pronouncements.
    • Knowledge of FAA Grant Assurance rules on using Aeronautical Revenue funds or the ability to learn.
    • Knowledge of Airport Improvement Program (AIP) funding or the ability to learn.
    • Knowledge of various state grant funding programs or the ability to learn.
    • Knowledge of Capital Improvement Program (CIP) funding or the ability to learn.
    • Acts as a liaison for the Finance Department and other City Departments.
    • Enters lease payments and other revenue payments into the software system.
    • Tracks AIP project completion work.
    • Tracks CIP project completion work.
    • Assists in completing FAA AIP project close-out reports.
    • Assists in completing CIP project close-out reports.
    • Assist in auditing the airport concessionaire statements and reports.
    • Performs any non-managerial financial and accounting functions necessary to function in the accounting department of an airport.
    • Performs related duties and fulfills responsibilities as required.

    Education and Experience

    Master’s degree (no experience), or bachelor’s degree plus two years of experience.

    Experience working with Grants.

    Special Certifications and License

    Must possess the ability to pass a federal background security threat assessment check required to obtain an airport SIDA badge. Must maintain a clean background to maintain the airport SIDA badge.

    Valid Texas Driver’s License.

    Proficient level of judgment with planning, leading, organizing, recognizing, and resolving issues or problems; requires very little supervision.

    Progressive level of specialization requiring a large amount of interpretation and non-standard responses to varied situations; must know where to go for answers (not all sitting there in procedures manual); must take multiple factors into account; control over priorities.

    Invests and manages large amounts of money according to specific instructions or guidelines; approves expenditures or disbursements within general guidelines; has substantive input into budget.

    Infrequent or non-difficult contacts with other people inside and/or outside department; straightforward information exchange, etc.

    Physical Demands

    Office job with little or occasional light physical effort.

    Responsibility for Equipment and Property

    Responsible for use of equipment/property such as office equipment, supplies, etc., which are used in office.

    Office job, no adverse conditions.
