Airport Operations Manager

  • Summary

    Under the supervision of the Airport Director, the Airport Operations Manager plans, directs, and coordinates the activities concerned with operations, construction, and maintenance of airport facilities in accordance with Airport policy and governmental regulations.  This is a supervisory position where the Operations Manager will carry out supervisory responsibilities in accordance with the Airport’s policies, procedures, and applicable laws.  Responsibilities include interviewing, hiring, scheduling, and training employees. The Operations Manager will plan, assign, evaluate, discipline employees, address complaints and resolve problems. Performs related duties as required.

     

    Duties and Responsibilities

    • Plans, organizes, manages, and directs operations and maintenance activities in accordance with Federal Aviation Administration requirements (including 14 CFR Part 139), Transportation Securities Administration (TSA) (including 49 CFR 1542), and State and local regulations.
    • Ensures compliance with Federal Aviation Administration (FAA) and Federal Aviation Regulations (FAR) Part 139 Certification requirements; maintains and updates the Airport Certification Manual.
    • Ensures compliance of Airport Security Program with Transportation Security Administration (TSA) Regulations Part 1542 security regulations; manages daily security operations.
    • Manages the day-to-day airport operations and security functions.
    • Manage airport credentialing/airport ID functions in compliance with federal requirements and the Airport Security Program.
    • Coordinates airport construction projects with staff, engineers, TSA and other governmental planning and regulatory agencies.
    • Assists with preparation of budget items for the division and the Capital Improvement Program
    • Directs and supports the FAA-required Airport Emergency Response plans.
    • Oversees staff training; plans and conducts ongoing safety and job training.
    • Manage and oversee the FAA required Airport Rescue Firefighting Services (ARFF).
    • Ensures compliance with environmental regulations including storm water, hazardous materials, and wetlands preservation; maintains and updates Environmental Compliance Manual.
    • Recommends and helps develop general policies for Airport operations, maintenance, and security activities.
    • Develop work schedules and assign work to subordinates; monitors workflow and evaluates work products, methods, and procedures.
    • Administer DEQ industrial storm water permit and reporting along with HAZMAT spill prevention program.
    • Administer wildlife management plan and control activities, permit compliance and reporting.
    • Manage the airport NOTAM program.
    • Must be able to work any shift or hours assigned, including weekend, and holidays required.
    • Oversees, manages, and maintains all fueling requirements for SkyWest, Charters, DEQ, and Fuel Farm Inventory Control.
    • Oversee and manage all aspects of winter operations to include but not limited to, the snow and ice control plan in the ACM, overall airside snow removal, de-icing aircraft and runways, and landside snow removal.
    • Acts as Airport Director in their absence.
    • Perform other duties as assigned.

    Qualifications

    • Familiar with Part 139 objectives
    • Project administration and program administration
    • Principles of employee supervision, selection, training, work evaluation and discipline
    • Any AAAE certifications are taken into consideration.
    • Bachelor’s Degree preferred.

    Skills/Abilities

    • Read, analyze, and interpret Federal Aviation Administration Regulations
    • Plan, organize, and implement division goals, projects, policies, and practices.
    • Interpret, analyze, apply, and implement complex laws, regulations, manuals, and other materials.
    • Communicate clearly and concisely and create effective oral and written presentations.
    • Prepare clear, concise, and complete reports and correspondence.
    • Plan, oversee, coordinate, delegate, and evaluate the work of supervisory and support staff.
    • Work independently.
    • Operate computer hardware and utilize word processing, spreadsheet, and related software programs; operate a calculator.
    • Utilize two-way radio and aviation radio.


    Physical Abilities

    While performing the duties of this job, the employee is regularly required to sit, stand, and walk; reach with hands and arms. The employee is occasionally required to stoop, kneel, or crouch.  The employee is regularly required to use radios using clear and concise speech.  The employee must occasionally lift and/or move up to 50 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, and the ability to adjust focus. The duties of this position may be subject to exterior environment, including heat, cold and inclement weather.  The noise level in the work environment ranges from quiet to very loud.

     

    Education and Experience

    Bachelor’s Degree (B.A.) and two years of experience or equivalent combination of work, education, and/or experience.  Would prefer two years of managerial experience.

     

    Licenses, Certifications; Special Requirements

    A valid Wyoming Driver’s license. The ability to work extended hours or be on-call to respond to Airport emergencies or special events. Within 30 days of employment must become certified as an Airport Security Coordinator (ASC).

    Within the first 6 months of employment obtain a Wyoming Certified Class A Fuel Operator through International Code Council.
