Program Manager-Resource Allocation

  • Salary range is $65k to $150k, with a midpoint of $105k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

    GENERAL PURPOSE:

    This Program Manager is a member of the Portfolio Management & Integrity Division of the Portfolio Services Office (PSO). Under general direction from the Deputy Project Director-Service Delivery the Program Manager is part of the Project Management and Resourcing (PMR) team which provides centralized support to Sound Transit project management staff by developing and implementing agency processes, standards, and education. The PMR team is also responsible for the centralized intake of agency projects and the resulting portfolio for prioritization and resource allocation.

    This position will have tremendous influence in shaping agency processes associated with resource allocation and defining agency resource-allocation standards. This role will focus on improving existing programs of resource allocation and will collaborate with subject-matter experts to expand these into a cohesive program. The resulting program will provide support and guidance across the entire agency in the domain of resource allocation.

    Qualified applicants will have working knowledge in the fundamentals of capital project delivery in a public domain, be equipped to function well in a “trailblazing” environment and have experience making progress in ambiguous territory. The ideal candidate will have the ability to coordinate with multiple stakeholders and facilitate cooperation at different levels of the organization. This includes tracking details, collaborating with diverse staff, facilitating meetings, writing/reviewing documents, communicating clearly, exercising independent judgment, taking initiative, building consensus, and making informed decisions. In addition to serving on the PMR Team, the position is required to embody the agency’s values, incorporate principles of equity and inclusion, and serve as a change management champion.


    ESSENTIAL FUNCTIONS:

    The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

    • Develops and manages processes, programs. and tools collaboratively with the Project Management & Resourcing (PMR) Team.
    • Acts as a resource of support and guidance for Project Managers agency-wide.
    • Acts as a change agent for the Portfolio Services Office as the agency aligns for future success.
    • Manages initiatives in a matrixed work environment.
    • Leads accountable and responsible parties to arrive at process adoption.
    • Assess existing agency materials and practices against objectives to determine scope of work (gap analysis).
    • Provides leadership/management for similar initiatives within the PMR Team and/or within the Portfolio Management & Integrity Division as needed.
    • Researches subjects and develops recommendation for the Deputy Project Director- Service Delivery.
    • Collaborates regularly with staff around the agency.
    • Writes and revises reports, summaries, presentations, and talking points.
    • Manages competing priorities with a detail-oriented, organized approach.
    • Demonstrates Sound Transit’s Values in every interaction.
    • Follows the agency safety rules, regulations, and procedures pertaining to their assigned duties and responsibilities, which could include systems, operations, and/or other employees.
    • Integrates sustainability into everyday business practices.

    MINIMUM QUALIFICATIONS:

    Education and Experience:

    Bachelor's Degree in Engineering, Planning, Project Management, Public Administration, or related field and four years of experience in performing project management/implementation, research, analysis, and/or administration for planning, public policy, transportation, or construction; OR an equivalent combination of education and experience.

    Preferred Licenses and Certifications:

    • Continuous Process Improvement certification (Six Sigma, LEAN, etc.)

    Required Knowledge and Skills:

    • Procurement and implementation of software tools related to resource allocation.
    • Leading and empowering teams of diverse staff to deliver complex projects under pressure.
    • Strong leadership, relationship-building and management, and ability to positively influence the work of others.
    • Project management and concepts, and workload management and resourcing.
    • Developing consistent yet adaptive processes that prioritize efficiency.
    • Independent judgment, strategic thinking, and problem resolution.

    • Policy and procedure development and implementation, along with interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
    • Interpreting and applying applicable federal, state, and local laws, codes, and regulations.
