    Employee will be assigned to DEP’s Business Operations Office, Administrative Services Section under limited supervision, of the Administrative Services Manager 3. Employee will perform complex administrative work with accounting and financial information. Position requires high level skill in research, data analysis and evaluation, report writing, attention to detail, knowledge of policy and legal compliance regarding purchasing and p-card laws, rules and procedures. Position requires excellent communication as well as organizational skills, experience handling multiple tasks successfully in a professional office setting and the use of independent judgement. Employee performs research, gathers data, and prepares and reviews financial reports to analyze the efficiency and effectiveness of operations and legal compliance in the area of purchasing & p-card. Will be responsible for accuracy of reports and research conducted. Will compile data, analysis of data compiled, prepare summaries and monitor procurement spending. Employee will review purchases, receipts, invoices, and procurement accounting adjustments for accuracy, completeness, and that they meet required rules and regulations. Will create Standard Operating Procedures (SOPs), policies, training materials, correspondence, overviews, summaries, and reports.
    Will be responsible for complex accounting adjustments to procurement documents. Will enter these documents into WVOASIS and must understand financial coding and basic accounting. Will perform work in WVOASIS to process cost reallocations for all DEP facilities. Employee will be responsible for approval of all agency procurement adjustments verifying the information to be accurate and valid.
    Employee will be sub-coordinator for purchasing card and responsible for ensuring that all cardholders within their purview are meeting and following the purchasing and p-card rules and regulations. Employee will provide guidance to cardholders when necessary. Will audit and examine the cardholders within their account, review all the receipts, forms, and documentation for accuracy and clarity, asking for clarification on transactions that are unclear or need/require additional information and will approve the transactions under their review for payment once they are accurate and complete. Employee will assist with and conduct procurement and purchasing card training for the agency.
    Will be responsible for conducting monthly audits of other department accounts to ensure that all cardholders are meeting and following the purchasing and p-card rules and regulations. Will summarize findings and create audit reports for distribution to department staff.
    Will receive requests for information regarding purchases from office(s) and gather requested information and provide the information in detail or in summary or both. Employee will preform other duties as required and/or assigned.
    Must possess the ability to prioritize work and maintain consistent output so that all deadlines are met daily. Must have experience in working with large diverse groups of people in a busy office setting.

    Minimum Qualifications

    Training: Bachelor's degree from a regionally accredited college or university.
    OR
    Substitution: Full-time or equivalent part-time paid experience as described below may substitute for the required training at the rate of one (1) year of experience for 30 credit hours of education.
    AND
    Experience: Two (2) years of full-time or equivalent part-time paid experience in a broad range of purchasing of commodities or services in a centralized purchasing function for use in the operation of a private industry or governmental unit. Purchasing experience must be for direct use of the industry or governmental unit, not for retail sales.
    OR
    Substitution: A Master's degree from a regionally accredited college or university may substitute for the required experience at a rate of one (1) year of experience for 15 semester hours of education not to exceed two (2) years.
    Promotional Only: One (1) year of full-time or equivalent part-time paid experience as a Procurement Associate or the equivalent.

    Other Information

    Preference will be given to applicants who have a comfortable working knowledge of state purchasing rules and regulations, WVOASIS , business intelligence and accounting skills.

    PG: 13 $32,336 - $59,820

    Market Rate: $52,707
