Applications Development Director directs all activities and develops policies and procedures related to the design, analysis, testing, coding, and implementation of applications. Enhances operations by establishing metrics, analyzing processes, and implementing standard methodologies, tools, and best practices to ensure high-quality deliverables. Being an Applications Development Director oversees review of development proposals, projects, timelines, resources, and costs. Develops feedback processes for peer reviews, code reviews, and design reviews. Additionally, Applications Development Director establishes a performance culture by incorporating individual and team coaching and mentoring to achieve excellence. May develop and manage outsourcing budgets, vendor relationships, or off-shore resources. Requires a bachelor's degree. Typically reports to senior management. The Applications Development Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be an Applications Development Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     Job Summary:  The Manager of Applications Development and Support services performs work of considerable complexity and importance to achieving the corporate strategic goals of Prominence Health Plan.  Overall responsibilities include:  planning, assigning, directing, and training, mentoring and assuring the quality of Information Technology development staff to support the team’s responsibilities. 

    The scope of responsibilities is the full range of overseeing/guiding documentation of the technical requirements for the systems and services delivered and supported by their team.  The Manager leads internal or external staff in developing the solution if one is not commercially available, and is a significant contributor during IT Project Prioritization and Delivery governance meetings, where they will provide resource estimates, start and end dates for the work delivered by the development team. The Manager works closely with our business partners, IT Business Analysts and EDI teams to recommend and deliver solutions to meet the business requirement expectations. Deep knowledge, understanding and ability to design, implement and support enterprise data warehousing in the Healthcare payer industry are required. This position is located in Reno, NV.


    Qualifications

    Qualifications and Requirements:

    • Bachelor’s or Master’s degree in Information Systems.
    • Ten years of IT technical/application support.
    • Five years of experience directly managing and motivating a team of application developers, integrators and dba’s.
    • Experienced at making architectural decisions/recommendations and then explaining to others in a way that is understandable to other leaders.

    • Must have current working knowledge of Medicare Advantage, Self-Funded and Commercial healthcare plans and benefit structures.
    • Must have current working knowledge of HEDIS, STARS and Edge services.
    • Deep knowledge, understanding and ability to design, implement and support enterprise data warehousing in the Healthcare payer industry.
    • Experience required with designing and implementing integration between systems and 3rd party business partners where data must be shared between systems and services.
    • Ability to effectively communicate in English, both verbally and in writing.

    • Excellent interpersonal, communication and organizational skills with the ability to interact with all levels of staff, managers, directors and executives personnel within the organization.
