  • The District Technology Manager (DTM) ensures that the District anticipates and meets changing needs for information technology (IT) and related technologies; that District IT supports essential functions of the District; and that District IT is reliable, resilient, secure, coordinated, and integrated.

    The DTM’s contribution is to provide strong District-wide leadership on all IT matters. The DTM creates and maintains strategic technology plans; nurtures a high-functioning IT team; oversees technology initiatives, projects, and teams; sets technology standards and policies; manages the IT budget, procurement, and contracting; and maintains collaborative relationships with executive leadership, managers, supervisors and key staff.

    The DTM reports to the Director of Enterprise Services and functions with a high level of independence.

    Who We Are
    Established in 1930 to protect the lakes and streams of the upper Yahara watershed, the District is a wastewater collection and treatment utility serving about 429,000 people in 24 Madison-area owner communities covering about 187 square miles. Organized as a municipal corporation, the District is governed by a nine-member Commission appointed by the communities we serve.
     
    The District owns and operates 145 miles of pipe and 18 regional pumping stations that convey approximately 37 million gallons of wastewater to the Nine Springs Wastewater Treatment Plant daily. Through the treatment process, we recover valuable resources from the wastewater we receive before returning clean water to the environment.

    • Effective Management. Manages and brings together multiple technology programs. Manages technology projects and rollouts across the organization. Fosters a high-performing collaborative IT team that is skilled, accountable, and understands the organizational context of District technology systems.
    • Forward Thinking. Researches and plans for future technology adoption and opportunities. Looks for and shares possible innovations, new efficiencies, and emerging practices that could bring value to the organization.
    • Service Orientation. Applies modern technology service management practices appropriate for the District’s size and staff. Embeds these practices within the IT team and fosters a culture of strong customer focus. 
    • Technical Relevance. Assures that District technology is updated and adopted to provide optimal service and compatibility within, and external to, the District. Technology programs are standardized and aligned for effectiveness and efficiencies. The IT team has appropriate skills and tools to support and develop modern technology systems.
    • Problem Solving. Has strong critical thinking and decision-making skills. Thinks creatively and broadly to solve problems across technology disciplines and the entire organization.
    Results
    The following results fulfill the purpose and meaning of the DTM’s work:
    1. The District has current strategic technology plans that identify trends, opportunities, challenges, options, and solutions. Plans aligns with other District plans; allow flexibility to meet changes; reflect District business needs and user requirements; and identify budgetary needs. Plans ensure that technology programs align with each other, considers dependencies, and brings together complimentary developments. The DTM leads the strategic planning effort with the support of the director.
    2. District IT staff are highly competent in their areas of responsibility. Staff are flexible, collaborative, and can shift as a team to address high priorities and unexpected needs. Staff have some skills outside their areas of expertise and support other technology areas as needed. The IT team understands new technical requirements and achieves competence in them early. The DTM sets expectations, assesses performance, and provides support to IT staff and teams regarding competency.
    3. The District has modern technology systems that meet District needs. District technology is maintained and updated to match good practice standards, District business requirements, and user needs. Future new technology options are researched, evaluated, tested, and shared to the appropriate staff for consideration and planning. The IT team plans and successfully executes timely technology rollouts. District IT is functional, secure, reliable, and resilient. The DTM sets expectations, assesses performance, and provides support to IT staff and teams regarding technology. The DTM maintains general expertise sufficient to evaluate results.
    4. The District has effective IT policies, procedures, and standards. These facilitate alignment of District IT with workgroups, end users, projects, and plans; protect District IT and data; support business and user needs; and align with other District policies. The DTM leads creation of these items with the support of the director.

    Education and Experience
    • Four (4) year degree from an accredited college or university with a major emphasis in Computer Science, Management Information Systems, or a closely related field
    • A minimum of eight (8) years of relevant experience including at least two (2) years managing technical IT staff.
    • ITIL Foundations and DevOps Foundations certifications (or must be obtained within the first 9 months in the position)

    Work is primarily performed in a standard office environment. The position requires one to be able to sit or stand for extended periods of time with sufficient hand, arm and finger dexterity to operate a computer keyboard or other office equipment. The position requires the ability to read and write words and numbers. It also requires the necessary ability to communicate in person, publicly, or over the phone.

    This position may be eligible for remote work, consistent with District policy.
