The Opportunity
Management of the Hawaii Transportation Planning and Design (TPD) Group staff under your supervision which will include both operations and business development duties to help facilitate growth in Hawaii, throughout the West and Nationally when applicable. We will look to you as the primary contact for Hawaii TPD related to staffing, resource planning, and scope/fee preparation. Since this position requires serving in both billable and non-billable capacities (project management, recruitment, mentoring, coaching, business development), a utilization goal of 25% is being assigned to this position. We will look to you as the Hawaii DM to develop and own Hawaii TPD operational performance including Net Service Revenue (NSR), staff utilization targets, recruiting, and lead business development visioning, Net Fees Booked (NFB) goals, and Selected Not Booked management. Work with the West Region Executive Director and BDM to establish sales and operational goals that best position our team to successfully achieve our financial performance goals. Empower Hawaii TPD staff to fulfill their career goals and objectives by proactively identifying opportunities for staff to improve their skills through challenging project work, training opportunities, leadership roles, professional licensure and/or certification.
Essential Duties & Responsibilities
Operations duties will include:
- Aligning and promoting Consor core values at all levels within Hawaii TPD.
- Reviewing and providing updates to the East Region Executive Director regarding utilization and project performance (revenue, indirect costs, fees earned not billed, project cost to complete info, etc.).
- Leading retention efforts and recruiting of new HawaiiTPD staff to align with growth targets
- Support growth of Hawaii TPD and other Consor Disciplines by working with Hawaii TPD Group leaders and Consor Regional Recruiter to help identify, interview, and provide hiring input for new staff into Hawaii TPD to meet the planned workload and to fulfill staff growth targets.
- Advocating for growth to attain annual staffing, utilization, sales and revenue goals.
- Serving as the point of contact with other West Region TPD District Managers and Business Development Managers (BDMs) regarding transportation project operations in Hawaii.
- Providing compensation input to the West Region Executive Director for all Hawaii TPD staff.
- Advocating for and providing recommendations for training opportunities for all Hawaii TPD staff.
- Manage and support project delivery through leadership, project management, and/or key task lead design roles in Hawaii, West Region, and other Regions, as requested/
- Mentoring/coaching Hawaii TPD staff on project management, project delivery, and technical design.
- Serving as the primary preparer or reviewer for all Hawaii-based project scope and fee proposals and schedules.
- Confirming resource plans are up to date.
- Serving as the primary Hawaii TPD contact for resource sharing with other offices and regions within Consor.
- Coordinating between disciplines (TPD, Water, Construction Services, etc.) as necessary to ensure TPD staff are adequately engaged on projects throughout Hawaii, West Region and other geographies, as requested.
- Maintain company visibility through involvement with professional organizations and demonstrate industry leadership through active participation.
- Leading performance reviews for direct reports and other key staff, as applicable.
- Serving as a secondary performance reviewer for non-direct report staff, as requested.\
Business development duties will include:
- In conjunction with West Region BDMs, developing the Hawaii TPD BD visioning, business development plans, Net Fees Booked (NFB) goals, and implementation strategies.
- Proactively coordinating with West Region DMs, BDMs and Client Service Managers (CSMs) to implement West pursuit strategies (particularly to set up client, teaming, and internal meetings).
- Utilize a working knowledge of your geography and/or disciplines to identify client service and project pursuit manager roles for yourself and other Hawaii TPD staff and subsequently developing proposals, client relationships, and implementing pursuit strategies.
- Typically serving as an opportunity lead or reviewer for all proposals in your geography and/or discipline.
- Developing and owning Hawaii TPD BD visioning, sales goals, and strategies.
- Coordinating with Hawaii and West BDMs, CSMs, and opportunity leads to confirm they are tracking opportunities in Vision, updating data, and confirming reporting is accurate for monthly meetings.
Required Credentials
- BS or higher in Civil Engineering
- 15 years experience in Transportation Engineering
- 10 years of management experience
- Experience in developing work with clients, winning work and performing as a consultant
