    This position is in a civil service competitive class that is subject to examination. Position is only open to current City employees with permanent NYC civil service status as Principal Administrative Associate or permanent in an equivalent title that is eligible for transfer under 6.1.9 to Principal Administrative Associate.     Description:

    Position Summary: The Impartial Hearing Payment Associate will ensure timely and efficient action to process timely payments to parents, schools, physicians, hospitals, therapists, and other providers in accordance with court orders. The position is responsible for providing customer support and vouchering payment to service providers and service agencies. Performs related work.

    Key Relationships: Impartial Hearing Office (IHO), Office of Legal Services (OLS), Committee on Special Education (CSE), Office of the First Deputy Chancellor, Division of Teaching and Learning (DT&L), Office of Related and Contractual Services (ORCS), NYC Public Schools (NYCPS) Field Offices, Office of Pupil Transportation (OPT), Office of Student Enrollment (OSE), parents, special education advocates, attorneys, private schools, agencies, and community-based service providers.

    Responsibilities:

    • Coordinate the timely implementation of payments for impartial hearing ordered services.
    • Conduct initial research to determine the status of outstanding claims.
    • Determine the Department’s obligations to parents and students pursuant to orders.
    • Interface with parents, parents’ counsel, and service providers regarding payments, invoices, and procedures.
    • Examine and analyze documents for claims made by public advocacy groups, parents, and private attorneys pursuant to impartial hearing orders.
    • Respond to provider inquiries regarding payment of invoices.
    • Utilize computer systems for accounting purposes and to maintain adequate records regarding the payment of invoices.
    • Liaise with other offices of the NYCPS and outside agencies regarding the implementation of orders.
    • Perform general office tasks including filing, maintaining records, and responding to general inquiries from public advocacy groups, parents, and private attorneys related to the implementation of administrative decisions.

    Qualification Requirements:

    Minimum

    • A baccalaureate degree from an accredited college and three years of satisfactory full‐time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
    • An associate degree or 60 semester credits from an accredited college and four years of satisfactory full‐time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in ʺ1ʺ above; or
    • A four‐year high school diploma or its educational equivalent approved by a Stateʹs department of education or a recognized accrediting organization and five years of satisfactory full‐time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in ʺ1ʺ above;
    • Education and/or experience equivalent to ʺ1ʺ, ʺ2ʺ, or ʺ3ʺ above. However, all candidates must possess the one year of administrative or supervisory experience as described in ʺ1ʺ above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in ʺ1ʺ above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.

    Preferred

    • Proficient in all Microsoft Office applications.
    • Excellent spoken, written and customer service skills.
    • Attention to detail and follow-through.
    • Strong organizational and time management skills.

    Salary: $57,977 - $84,276

    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
