    Description:

    With general direction and minimal supervision, the planner will be a critical member of the Planning Division team reviewing project proposals and working with the public to implement the General Plan, Land Development Code, and other Administrative policies.

    Qualifications:

    The candidate will be working with a windows based network system. Programs include: Microsoft Office, ArcView, InDesign, Photoshop, Community VIZ, and other Windows-based business software. Experience with web-page development will be a bonus, as the City maintains a website for each department.

    The Planner I must have a Bachelor's degree in Municipal Planning, Public Administration, or closely related area AND experience equivalent to six (6) months full-time municipal planning work and/or one (1) year internship with a municipal planning agency.

    Salary Range: $45,566 - $49,586.50 (non-exempt)

    The Planner II must have a Bachelor's degree in Community Planning, Public Administration, Architecture, Landscape Architecture, or closely related area AND experience equivalent to two (2) years full-time planning work at a municipal agency or equivalent. Active certification with the American Institute of Certified Planners (AICP) is preferred. If not AICP certified, the applicant is required to obtain certification within two years of hiring.

    Salary Range: $56,270 - $63,304

    Responsibilities:

    The candidate will prepare well-written reports and maps and other documents for the Municipal Council, Planning Commission, Historic Preservation Commission, and Board of Appeals. The candidate must be able to communicate at public hearings and write in a clear, concise, and accurate manner. The right person for this position must have a strong knowledge of the principles and theories of community development, planning, zoning, housing, and site design. The person selected must be able to evaluate and understand plans and ordinances, the law, and how the Courts interpret the law.

    Department of Community Development staff members must be able to work and cooperate with other City staff. The candidate will need to take initiative to ensure that assignments are carried out on time. The Department believes in accepting responsibility, diplomatically exercising authority, and getting the job finished in an accountable manner. The Department prides itself on fostering personal and professional growth. Candidates will need to display quality customer service skills.

    The selected candidate must be self-motivated and have pride in the quality of professional work. The successful candidate will be able to exhibit initiative - the Department encourages taking risk and initiative - to deliver service to the citizens of the community. Your ideas, abilities, and skills will help craft new opportunities and procedural programs. The candidate must be willing to share skills and on occasion be able to supervise other staff members and committee members.

    The candidate will be required to prepare and articulate accurate reports evaluating development proposals. The reports will need to evaluate applications for conformance with the General Plan, Land Development Code, Municipal Council policy, ordinances, regulatory programs, and codes. You must be able to clearly communicate conclusions in writing and in presentations to the Planning Commission, Municipal Council, Boards of Appeals, Historic Preservation Committees, citizens, and Neighborhood Councils.

    The candidate must be able to work under fire as a part of daily routine...and pressure is part of the daily routine. The candidate must be able to explain the regulations to lay clients and businesses in a professional and customer friendly manner.

    The candidate will assist in the preparation and analysis of special projects and departmental plans to ensure integration with the overall city, community, business, and economic development goals and objectives.

    The candidate may be involved in the preparation of grants for planning, housing, historic preservation, and other programs to ensure the City's readiness to accommodate desired growth and expansion.

    The candidate will participate in the development of design review guidelines, standards, and criteria implementation.

    The candidate works closely with applicants to advocate better design planning practices.

    Knowledge, Skills, and Characteristics:

    Ability to communicate in writing, clearly, concisely, and accurately.

    Ability to communicate orally in public meetings and presentations.

    Knowledge of the principles and theories of Planning and Community Development.

    Knowledge of the principles and theories of landscaping, building design, and aesthetic evaluations.

    Knowledge of procedures and techniques for preparing grant requests.

    Knowledge of the general principles and practices of grant administration, including budget development, application preparation, monitoring, and project evaluation.

    Skill and experience in customer service or dealing with the public in a professional environment.

    Skill in analyzing and evaluating a variety of projects/plans to determine if they integrate with the City's development and conservation plans, ordinances, and comply with applicable planning and zoning ordinances.

    Ability to work with City staff, to take the lead with assignments when required and to carry out projects in a responsible and authoritative manner.

    Ability to use Windows-based presentation software, photo simulation, graphics, or CADD programs.

    Skill in advocating quality planning principles with business owners, builders, and developers.

    Skill in generating planning maps and data for a variety of short/long term community development plans, goals, and objectives from elected officials and civic/business leaders.

    Skill in supervising subordinate staff.

    Skill in responding effectively, accurately and with control when faced with pressure situations.

    Skill in demonstrating computer experience using MS Word and Excel, to prepare and format written reports.

    The ability to perform both primary and secondary research.

    Self-motivated with the ability to exhibit initiative in streamlining processes, promoting responsible planning practice, and giving positive leadership to others.

    Graphic skills to effectively communicate concepts, principles, and information in electronic form to a variety of groups and in a variety of settings.

    Working knowledge of GIS systems sufficient to produce maps and illustrations from the City GIS database.

    Must be able to enter data and generate original ArcMap/ArcView maps and presentations.
