Additionally, Attorney represents the organization in litigation, negotiations, and other matters where legal counsel is required. May have a billable hours requirement. Requires a JD. Requires State Bar membership. Typically reports to a manager. The Attorney work is closely managed. Works on projects/matters of limited complexity in a support role.   • The Queens County District Attorney’s Office (QDA) is seeking an experienced Labor and Employment Attorney to assist with the resolution of workplace issues and the development and implementation of employee-related policies and procedures. In addition, the Labor and Employment Attorney will work with the Chief EEO Officer to ensure office-wide compliance with all applicable laws related to equal opportunity in the office.

    The Employment Lawyer will perform the following job functions including but not limited to:

    • Advise senior management regarding the resolution of workplace issues, including, but not limited to, time accountability and leave (family, medical, disability, bereavement, and annual leave).
    • Consult on confidential investigations involving employee grievances and misconduct.
    • Review and implement employment policies and procedures, including, but not limited to, those regarding use of office equipment, property, and technology; workplace violence; social media use; leave usage; and discrimination and retaliation.
    • Work with union representatives and management to address labor issues and disputes.
    • Develop, conduct and coordinate training programs on a variety of workplace topics, including EEO-related matters.
    • Assist the EEO Officer in monitoring and reviewing employment policies and practices, including job postings, recruitment, selection, promotions, performance evaluations, transfers, and separations to ensure compliance with applicable laws and City EEO guidelines.
    • Investigate complaints by conducting interviews and gathering evidence as necessary. Prepare reports with analysis, findings, and recommended disciplinary or corrective action.
    • Manage requests for EEO Reasonable Accommodations, including meeting with employees and conducting any necessary research.
    • Collaborate and meet with the Department of Citywide Administrative Services (DCAS), EEPC, etc. on EEO related matters on an as-needed basis.
    • Assist with the 55-A program.
    • Maintain an in-depth understanding of organizational policy manuals and workplace best practices.
    • Maintain working knowledge of state and federal employment laws and regulations.
    • Assist with other duties and responsibilities, as assigned.

    Preferred Education and Qualification Requirements:

    Applicants must have admission to the New York State Bar; and four years of recent full‐time responsible, relevant, satisfactory legal experience after admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.

    Applicants must also have extensive experience in employment and discrimination law, experience with civil service law issues and strong oral and written advocacy skills.

    Applicants must have the ability to maintain absolute confidentiality of information, deal with sensitive information, and comply with HIPAA.

    Prior experience and knowledge of DCAS policies and procedures preferred.
