    The Geoduck Operations Manager leads the Geoduck Compliance Operations Section and is part of the Department of Natural Resources (DNR) Natural Resources Police area of responsibility. This position, plans, leads, and organizes ongoing state fishing operations annually in the field, conducts contract compliance activities, and supports the Geoduck Sales Program mission of sustainably generating revenue for the state. Ensures Compliance activities are administered per contract guidelines including investigative procedures and reports are completed and carried out in a professional well organized timely manner. This position reports directly to the Deputy Chief of Natural Resources Police.

    Required Qualifications:

    • Bachelor's Degree in a natural resource science, business administration, social sciences, or related field. AND Three (3) years of experience in managing program operations and budgets. (Closely related qualifying experience may be substituted for the required education on a year-by-year basis).
    • Must have and maintain knowledge of:
    • RESOURCE MANAGEMENT: Knowledge of natural resources laws and practices, hazardous waste law, appraisal and valuation techniques, and marine and environmental sciences. Skilled in complex negotiations, business decision analysis, and integration of scientific, legal, financial, and political issues into timely, sound decision-making.
    • ADMINISTRATION AND POLICY: Experience in aquatic resource policy and application. Knowledge of budget systems, policies and procedures, merit system rules, OFM rules, business math and statistics, computer systems, revenue forecasting, and revenue systems and collections. Skilled in written and verbal communication, public presentations, cost/benefit analysis, contract management, program development and management, development of goals and objectives, and policy development. Knowledge of SCUBA diving principles and physiology.
    • LEGISLATIVE: Knowledge of legislative and political processes. Skilled in reading and interpreting statutes and regulations, drafting legislation, reviewing and analyzing legislation, and preparation of legislative testimony.
    • SUPERVISION: Knowledge of supervisory, management, and organizational principles, and state personnel system. Skilled in supporting a diverse workforce, supporting affirmative action, interpersonal communication, delegating responsibility and authority, mentoring and supporting employees, creating common goals, and providing leadership.

    Job Type: Full-time

    Pay: $90,298.00 - $105,319.00 per year
