    Our dynamic and award-winning Human Resources Department is seeking an HR Analyst  to be part of a collaborative, innovative team. The HR Analyst will work extensively in our Tyler Munis HRIS. 

    The Human Resources Team is made of up 13 staff and takes great pride in serving employees, departments, and citizens. This position may require occasional travel to outlying areas of the county including Williams, Tuba City, Page, and Fredonia.

    Under general supervision performs professional level human resources work in a variety of human resources functions, focusing in one or more of the following divisions: Employee Relations, Training and Development, Recruitment, Classification/ Compensation, Safety, Benefits, and related human resources areas; performs other duties as assigned.

    Please note: Once onboarded and trained, this position may work remotely approximately 66% of the time.  

    (Illustrative Only)

    • Administers assigned functions of leave and benefit administration
    • Coordinates insurance plans such as health, dental, life, disability, FSA, HSA, state retirement plans and deferred compensation including annual open enrollment
    • Oversee, coordinate and administer employee benefit plans and programs to assure compliance with contracts, regulations, policies and procedures
    • Provides support in the maintenance of information systems to provide needed services and data to adhere to Affordable Care Act (ACA); maintain records and ensure compliance
    • Is responsible to provide co- leadership to coordinate the annual benefit open enrollment efforts
    • Coordinates case management records and correspondence for employee leaves including FMLA, ADA, personal leaves and worker's compensation
    • Executes 834 weekly reports
    • Develops and provides appropriate communications in accordance with established procedures and guidelines to ensure accurate and timely completion of transactions with all parties involved
    • Receives, reviews and processes all communications, forms and applications related to all benefits such as, FMLA, Disability and Life Insurance to ensure timely and consistent correspondence
    • Performs audits of plan participant elections, contributions, distributions and benefit statements
    • Assists County employees, dependents, retirees and COBRA participants in all benefits and insurance program questions and provides guidance
    • Provides calm, empathic benefit guidance to employees and retirees during critical life events.
    • Administers various programs such as Donated Leave, FMLA, COBRA, Disability, Wellness, HIPPA and other programs
    • Works with HRIS/Payroll and HR in maintaining and updating information and processing vendor feed files, making corrections as necessary
    • Ensures online enrollment system is accurately set up and accessible to employees
    • Identify and implement opportunities to improve the benefits experience for employees
    • Maintains detailed documentation and records
    • Develops, implements and coordinates benefits and wellness training, challenges and events
    • Responds to inquiries and assists employees with enrollment procedures and requirements to ensure completeness and accuracy
    • Ensures eligibility of program participants and compliance with program and policy guidelines
    • Processes benefit enrollments, terminations and changes in various formats and mediums to assure accuracy of data and records
    • Develops and oversees the accurate distribution of benefit materials including updating the internal and external website
    • Explains and presents benefit plans and eligibility to new, current and retiring employees
    • Contributes to team efforts by accomplishing related results as needed
    • Supports and participates with the Northern Arizona Public Employees Benefit Trust Board
    • Acts as a resources to internal and external customers including employees, Trust members and benefit vendors
    • Ensures accuracy of benefit information in the HRIS system
    • Works with the HRIS Manager to implement improvements in the Benefits portion of the HRIS; Provides advice and technical assistance with automated changes and systems
    • Serves as a liaison between benefit carriers and employees to resolve personal and customer service issues and follows up with vendors on requirements for assistance on system changes
    • Assists with and backs up safety efforts on a regular basis
    • Collects and analyzes statistical data in assigned functional area(s)
    • Tracks trends and developments in assigned functional areas;
    • Conducts studies, performs research, and prepares reports
    • Reviews, interprets, and recommends policies
    • Participates in working groups, councils and committees
    • Ensures compliance with rules and regulations; Works with departments to ensure law compliance
    • Provides training in assigned functional area(s)
    • Coordinates activities of assigned area(s) with other human resources staff as appropriate
    • Manages special projects
    • May supervise assigned staff
    • May conduct training in functional areas
    • Ensures strict confidentiality is maintained at all times
    • This position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours and responding to customer issues
    Essential functions include: working with and around others; working with frequent interruptions; repetitive (hand, wrist, elbow and shoulder) motion for computer work; visual acuity (near and far) for computer work; color vision for working with computer screen; hearing and speech for ordinary conversations and training; touch for computer work. 

    Bachelor's degree in human resources, business or public administration or related field and two years of human resources experience in the assigned functional area; OR

    Associate degree in human resources, business or public administration or related field and three years of human resources experience in the assigned functional area; OR

    Four years of human resources experience in the assigned functional area; OR 

    Any combination of education, training or experience which demonstrates the ability to perform the duties of the position.

    The ideal candidate will be highly organized; motivated by a fast paced work environment; have excellent analytical skills and attention to detail, ability to follow up on projects, and continuously prioritize items with differing deadlines. The ideal candidate has strong communication skills to assist customers with compassion, empathy, caring, follow through, and professionalism. The candidate will possess demonstrated skill at managing multiple deadlines and urgent tasks, with the ability to respond quickly and knowledgeably to customers while taking time to listen to each individual. The candidate will successfully communicate and interact with a variety of diverse internal and external customers. The ideal candidate will enjoy being part of a hardworking team. They will have strong computer skills, experience working in a variety of HR and HRIS related systems, work with databases, develop chats, tables and graphs, using technology to communicate with customers and experience working with Microsoft Word, Excel, and PowerPoint. The candidate will enjoy researching and implementing innovative ideas and programs, coordinating events, public speaking/presentations/training, and not be afraid of change. The candidate will take initiative and ownership of the robust benefit offerings and act as a subject matter expert on each. Ideal candidates will enjoy working as part of a team and have a desire to learn and expand their professional human resources skills. They will be dedicated to customer service and public service and have a passion for helping others through human resources work. 

    Preferred Qualifications: Three years’ experience working in the area of compensation and benefits including but not limited to collection and analysis of compensation data, databases and Excel spreadsheets and generating reports, Family Medical Leave Act, Americans with Disabilities Act, Worker's Compensation, Affordable Care Act; experience working as part of a Human Resources team; experience working with highly confidential information; county or local government experience preferred; database or case management experience preferred, including but not limited to Tyler Munis experience; Human Resources certifications, including but not limited to SHRM-CP, SPHR or PHR certification; and affiliation with professional HR organizations. 

    This position is exempt.

    Note: Individuals in exempt classifications as part time employees may be classified as non-exempt per FLSA law regarding minimum weekly salary requirements.
