Reachable on the appropriate eligible list in Albany.Duties DescriptionUnder the direction of the Program Research Specialist 4 within the Office of Administrative Hearings (OAH), the incumbent will plan and perform system research to define and develop requirements for new or existing technological systems, including the transition into the Integrated Eligibility System (IES).
Duties will include but are not limited to the following:
- Directly supervise assigned Business Systems Analysts 1 positions; provide direction and guidance and oversight on the operations of OAH’s specific applications and programs.
- Work as a liaison between program staff and ITS in communicating, analyzing and validating requirements needed for new and existing technological systems.
- Coordinate activities and assignments in the planning, testing, training and implementation of new and existing systems, schedule future enhancement phases to research, gather and evaluate information system or business process requirements; prioritize business process changes to maintain system functionality and efficiency; establish timetables for completion of projects.
- Maintain and analyze fair hearing systems performance during and after implementation by testing and documenting system changes resulting from operation errors or system failures, user requirements, or changes in the IT environment and develop plans for applying resolutions as needed.
- Determine the scope of business process changes or enhancements required by procedural changes or changes to federal and State laws and statutes.
- Develop test data and scenarios, test systems functions and document results.
- Acquire information needed to serve as a subject matter expert for OAH’s specific applications and programs, in addition to all phases of the IES transition imitative; create flow charts and process models to describe fair hearings functions.
- Conduct data mining activities to extract data for forecasting, service delivery metrics, and provide management with data to make policy decisions.
