Job Description
YRCI is seeking a full-time Supervisor to support our Human Resources Remote Operations Center (HRROC™), located in Fairfax, VA. YRCI's HRROC™ is a Shared Service Center that supports multiple Federal agencies and offers a friendly, collaborative team environment with access to training from industry experts!
- Serve as a contract Lead Staffing Specialist over high-profile and high-volume Delegated Examining (DE) and Merit Promotion (MP) recruitment activities for a designated HRROC™ customer. Will serve as a working supervisor, serve as the lead for the electronic Official Personnel Folder (eOPF) project; responsible for successful project execution, and supervision of the work of the other YRCI Team members for 4 months onsite.
- Adjust the work of the existing resources daily to ensure the process runs smoothly and considers any work-related challenges.
- Responsible for executing the Official Personnel Folder (OPF)/eOPF project schedule and ensure success and accountability against the schedule (responsible for a weekly production of completion of OPFs/eOPFs per week by the team) as agreed upon with the client and YRCI.
- Responsible for weekly progress reporting and serve as liaison to identify and mitigate project risk and determine most efficient and effective methods of operation.
- Provide management consultative service involving the full spectrum OPFs/eOPFs
- Make recommendations to the client to correct all necessary information in the OPF/eOPF and in systems of record and responsible for oversight of proper documentation.
- Follow internal controls in place for compliance determinations.
- Serve as Point of Contact (POC) with Agency management; prepare for, and attend, regularly scheduled and ad hoc meetings.
- Serve as a POC for staff and clients to resolve escalated issues; direct, motivate, and guide team members toward mission and goal accomplishments.
- Use knowledge and experience to support the Quality Control (QC) process; review work of others, provide constructive corrections and recommendations for improvement as method of on-the-job training for less experienced staffing professionals; day-to-day problem and issue resolution, including QC.
- Ensure data integrity of workflow tracking required to pull reports.
- May be responsible for performing job analysis, assessment questionnaires, and documenting evaluation criteria in accordance with Agency requirements; review and adjudicate Veterans' Preference as claimed by applicants, review applicant qualifications for the full range of Agency occupations and provide written justification for the same, as requested.
- Oversee all aspects on client onboarding activities, including pay-setting and salary negotiations, accuracy and quality of job offers letters, and coding of personnel actions.
- Manage team and schedules to ensure workload coverage; write and conduct performance appraisals; with support from HR and HRROC™ Management, handle performance and discipline issues.
- Manage timekeeping and approve Paid Time Off (PTO).
The Collective Team Mission Includes:
- Perform an extensive review of each client employee’s Official Personnel Folder (OPF) to validation on documents/records before scanning and uploading
- Ensure documents are scanned to the appropriate side in the eOPF system of record
- Perform quality scanning activities and help ensure the security of confidential records and storage of records
- Provide weekly reports that track the number of OPFs/eOPFs folders reviewed and completed, discrepancies or corrections identified, and a list of forms purged from the OPFs/eOPFs
- Complete an OPF/eOPF Review checklist for each reviewed OPF/eOPF and sign off on its completion
- Purge/remove all documents not listed in the Statement of Work and confirm no blank pages are included in the scanning and uploads while maintaining the original page orientations. Establish a separate folder, per OPF that includes purged documents.
- Follow the chain of custody established in checking out, reviewing, and returning each OPF/eOPF
Job Requirements
- Must be a US citizen
- Minimum of 10 years of operational and managerial experience in multiple Federal skill sets to include: staffing and processing.
- Achieved at least a GS-14 level or higher, including 5 years of supervisory and managerial experience.
- Demonstrated experience leading special Federal HR projects of similar scope and complexity.
- Ability to provide management consulting services in Federal HR operations.
- Experience with automated staffing tools to perform staffing functions.
- Must be capable of completing high-quality work expeditiously under minimal supervision.
- Strong oral and written communication skills.
- Experience leading or held a major role in executing an OPF/eOPF audit or cleanup is strongly desired.
- Strong ability to coach, mentor, and lead staff levels to include addressing performance developmental and success areas.
- Serve as the Subject Matter Expert (SME) in Federal HR.
- Current DE certification preferred but will be required after hire.
- Must have technical Federal HR knowledge to verify achievement of the service level agreements; skilled in quality control methodologies; detail oriented.
- Train and mentor staff; effectively lead a team of HR Specialists.
- Proficient in the use of Microsoft Office Suite (Word, Excel, and PowerPoint).
- Track and report on staffing and recruitment timelines and deliverables.
- Bachelor's Degree preferred.
- Must obtain and maintain the government required security check.
